This position is located in the Office of Information Technology, Division of Communications, Mainframe Automation Branch.

SELECTIVE PLACEMENT FACTORS:
Applicant must have hands on experience during the last two years in all of the following factors:
· Working knowledge of mainframe operations.
· Working knowledge of Control M or D software or scheduling and/or reporting environments.
· Working knowledge in distributed system applications such as MS Word, Excel, etc.

Public Debt is a bureau with a highly visible mission in the Department of the Treasury.  Our primary job is to borrow the money needed to operate the Federal Government and to account for the resulting debt.  We borrow money by selling Treasury bills, notes, and bonds, as well as United States Savings Bonds.  Public Debt also operates a large franchise component that delivers administrative support to other Federal agencies nationwide on a reimbursable basis.

Major Duties

The incumbent performs computer workflow duties for numerous major and minor systems owned by various Public Debt offices.Utilizing Control M software, establishes permanent scheduler calendars, daily weekly monthly schedules and tables of job definitions, builds job schedules and modifies existing schedules to satisfy changes requested by the appropriate offices and insures all yearly calendars are valid.
 
Sets run priorities, including detailed instructions on sequence of runs and required prerequisites and parameters, according to customer needs. Scheduling allows for multiple dependency processing, data and program contentions and sequencing.Utilizes Control D software to build decollating missions for new jobs, build print missions to control all printed output, modify existing setups to satisfy changes requested by the appropriate offices and insure all changes are valid.Schedules jobs for execution and print for distribution using specialized software (Control D M). Documents problem information in  Applix.Utilizes automated tools - integrated management tool, Endevor, to automate, control and monitor application development changes and FATS to generate batch jobs that perform various analytical functions such as certifying, labeling, erasing, verifying and coping tape files.Maintains control records on data processed during the shift. Prepares periodic reports for
operational purposes and special reports as required.Assumes responsibility for the availability of set-up requirements for the work scheduled for the shift. This responsibility includes providing supplementary oral and written information on data runs, which have been received from programmers, data owners' representatives and or customer operating divisions.Makes necessary JCL changes and assists in various yearly processes such as merges and purges for various systems. Assists programmer and program offices data owners' representative in setting up runs and monitoring the process.Monitors work in progress watching for equipment, program, data or run-stream errors that affect processed results or on-line work advised supervisor, data owner representatives of the problem. Recommends ways to circumvent the equipment malfunctions or salvage data.Coordinates restart recovery efforts. Orders run-stream dumps and determines actions to be taken to correct operational problems that cause runs to end abnormally or require recovery of database information. Determines need to reconstruct database from back-up files, restart requirements and need to shift sequencing to better align jobs or apply system utility programs. Ensures restoration of transactions and databases at a proper restart point after system initialization and recovery routines have been used to resolve problem error conditions and the system has been reloaded for continuation of operations.Monitors the Branch's responsibility for adherence to established priorities and as required authorizes or recommends necessary adjustments in such priorities when circumstances warrant.  Provides detailed instructions on the sequence of runs, disposition of tapes and output reports.  Advises supervisors, data owner representatives and or other management officials on actions taken in the event of program, data or run-stream errors, which affect the processed results. Based on acquired expertise the incumbent makes recommendations to the  technical lead  or Branch Manager to change batch queue allotments when workload causes a change in priorities.Coordinates work with prior and subsequent shifts when processing of jobs overlap. Explains progress, problems and necessary deviations from procedures and exchanges any pertinent information on work status.Creates and maintains run cycle manuals and notes for each specific system.As assigned, or on own initiative, analyzes system production records and reports and recommends improvements to increase the efficiency of the system.Performs various uploads and downloads of information to the mainframe computing system for customer organizations.Assists programmers and data owners' representatives to set-up and test new processes and modifications to existing programs.Discusses one time or recurring problems and recommends changes or modifications in processing or handling of data to insure quality reporting.Monitors the Treasury Direct Electronic Services End of Day (EOD) process to meet critical mission requirements.Works directly with program offices to provide technical support throughout the Disaster Recovery efforts (annual testing and actual contingency situations).Resets mainframe passwords, after normal business hours, for Public Debtand FRB customers for various systems including Treasury Direct.As assigned, trains new personnel working directly with them and showing by example, the preparations of runs, scheduling techniques, system-to-system dependence and debugging techniques. Assists personnel in resolving technical problems.In the absence of the  technical lead, the incumbent may assume responsibility for the operation of the shift. All administrative problems must be solved by contacting the appropriate management official. Unusual precedent setting problems are referred to higher-level management. Performs other duties as assigned.

GS-08:
Applicant must have fifty-two (52) weeks of experience at the GS-07 level, performing a wide range of duties such as: directly supporting IT specialists; carrying out limited specialized projects and assignments (including developing, testing, implementing, etc.); accepting, rejecting, or modifying work requests; explaining to and advising users on options; maintaining, interpreting, and writing portions of program and operational manuals; and explaining system capabilities, limitations, and output variations to users.
