Major Duties

The primary purpose of this position is to serve as a Procuring Contacting Officer in MILSATCOM Systems Wing, Global Positioning Systems Wing, Launch and Range Systems Wing, Space Based Infrared Systems Wing, Space Development and Test Wing and Acquisition Support Group. Serves as a warranted Procuring Contracting Officer. Performs pre-contract and post-contact award functions for highly complex, multi-billion dollar, long-term acquisitions for a major weapon system. Researches, interprets, analyzes and applies DOD, USAF, MAJCOM, and SMC guidelines, policies, regulations, etc. Determines methods of procurement, contract types, methods of solicitation, options and sources to be solicited. Develops procurement milestones to meet program needs and monitors procurement actions to ensure management systems reflect current status. Announces procurement requirements and issues solicitations, ensuring accurate and complete specifications, proposal instructions, evaluation and award criteria. Evaluates responses to solicitations in accordance with established evaluation criteria and monitors contract funds to ensure proper obligations, expenditures and disbursements. Develops and disseminates award fee implementation guidance and establishes local award fee processes and procedures. Reviews and makes recommendations for approval of award fee plans or revisions thereto for major weapon systems of high visibility.
ADDITIONAL INFORMATION:  This position is a Defense Civilan Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

Basic Requirements: Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.  NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if: - Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; - Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the armed forces in a similar occupation specialty.




SPECIALIZED EXPERIENCE - In addition to meeting the basic requirements, applicants must have completed all contracting courses required for Contracting Officers and have at least two years of specialized experience in contracting positions in accordance with OPM Operating Manual, Qualifications Standards for General Schedule Positions, General Policies and Instructions, of which 52 weeks must have been equivalent to the GS-12 grade level under the General Schedule (GS) or other pay systems in the federal service.  Examples of creditable specialized experience include: knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.




Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
