Major Duties
As an Engineering Technician, is responsible for performing a wide
variety of technical duties necessary for the management of on-site
construction, renovation and repair projects. These duties require
implementation of complex planning techniques and considerations in
meeting client needs, and in effecting the actions necessary to
ensure the successful and timely completion of projects. At this
grade level, projects assigned typically include highly specialized
new construction, conversion or alteration projects ranging in value
up to several million dollars, and involve an analysis of
construction work in facilities which usually contain complex
equipment including highly sophisticated vertical transportation,
energy and communication systems.
Project Management
Operates as a project/transaction management specialist, performing
a wide variety of project/transaction management activities in
collaboration with and in support to customers. Oversees and
authorizes the execution of solutions to customer needs, including
prioritizing resources, providing information or assistance,
resolving their problems, or managing their expectations during the
implementation of agreed upon solutions.
Integrates technical knowledge with customer needs to arrive at
project/transaction management solutions that meet customer business
needs. Provides comprehensive information about space, facilities
options and/or other GSA products and/or services relative to
delivery for assigned projects as promised.
Project Technical Services
Operates as a technical specialist, working in collaboration with
and in support to customers, proactively translating customer
requirements into technical options and solutions, resulting in
technical projects to address evolving customer workplace needs.
Analyzes and monitors impact on building systems and equipment to
determine facility capability in meeting customer needs. Prepares,
reviews and/or considers lifecycle condition analysis and similar
assessments and from those findings, integrates and quantifies
requirements into a scope of work for the project.
Reviews drawings and specifications, analyzing construction methods
and techniques, for Federal office buildings and courthouses
incorporating complex design features, unusual building materials
and advanced building techniques.
Reviews project plans and specifications to determine practicality
from a construction standpoint. Advises appropriate employees of
proper method and manner of specifying and designing the desired
construction. Advises designer of proper construction procedures
for complex construction procedures.
Evaluates cost estimates to determine if costs are fair and
reasonable and that all proposed work is in accordance with the
scope of work requested.
Contract Administration & Management
Reviews and evaluates a wide range of contractor submittals
including drawings, samples, certificates of compliance, laboratory
analyses, paint certifications, material proposals and other data.
Determines compliance or noncompliance for such submittals and
accepts or rejects them on behalf of the US Government.
Manages all phases of assigned projects as the work progresses. As
the Contracting Officer Technical Representative on PBS contracts,
approves technical contract changes or modifications needed.
Oversees contractor performance.
As needed, observes and investigates construction at all stages for
compliance with plans and specifications; interprets plans and
specifications; and confers with contractors to resolve differences.

Qualifications

GS-12:
One year of specialized experience equivalent to the GS-11 grade
level in Federal service is required. Specialized experience
includes experience performing construction management/cost

cost estimates for projects ranging in value up to several million
dollars; preparing/reviewing project plans; and performing
cost/price analyses.
GS-11:
One year of specialized experience equivalent to the GS-9 grade
level in Federal service is required. Specialized experience is
defined as experience directly related to: performing construction
management cost estimates for construction, renovation, repair
projects; preparing project plans, specifications, cost estimates,
statement of work for building repair and renovation projects;
analyzing projects; performing project scheduling using project
management tools; performing contract support and/or oversight on
assigned projects; and maintaining/updating record documents.
Education may be substituted for experience in accordance with the
Operating Manual for Qualification Standards for General Schedule

Education substitution: A Ph.D. or equivalent doctoral degree or
