Incumbent directs all phases of the fire management program with a moderate complexity level and is responsible for program planning, direction, coordination and evaluation.  Analyzes current fire management plans and initiates changes within guidelines or makes recommendations to meet changing conditions within the limits of current or anticipated funding.  Ensures the fire management program is in compliance with environmental laws, regulations and policies.


Major Duties


NOTE:    If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level. NOTE:    This is a supervisory position.  Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a trial period before their appointment becomes final.  Those who do not satisfactorily complete the trial period will be returned to positions of no lower grade and pay then those they occupied before assuming their supervisory assignment. SUMMARY OF DUTIES:  Incumbent directs all phases of the fire management program with a moderate complexity level and is responsible for program planning, direction, coordination and evaluation.  Analyzes current fire management plans and initiates changes within guidelines or makes recommendations to meet changing conditions within the limits of current or anticipated funding.  Ensures the fire management program is in compliance with environmental laws, regulations and policies.  Develops and reviews fire prevention plans.  Coordinates plans of action with affected cooperators.  Coordinates program activities with federal, state, tribal, and local government entities/agencies.  Manages unit aviation programs or operations and ensures that all phases of fire and aviation management planning are completed.  Directs and supervises the budget formulation process to assure balance in the fire organization at varying levels of funding, and initiates changes as appropriate.  Monitors the expenditure of funds to assure fiscal integrity and correct application of financial standards.  Reviews preparedness actions and operating plans used in the management of wildland fires.  Serves on various interagency committees, teams and work groups dealing with specific local, geographic, or national fire management issues.  Ensures the fuels management program is consistent with ecosystem management principles and land use plans, and is applied on a landscape basis.  Monitors fire season severity predictions, fire behavior, and fire activity levels and takes appropriate actions to ensure safe, efficient and effective operations.  Provides technical and administrative supervision, plans and directs work to be accomplished, sets and adjusts priorities, and prepares schedules for completion of work.

QUALIFICATION REQUIREMENTS:  This position is being announced during the 4 year transition period of this agency to the recently approved Interagency Fire Program Management (IFPM) Qualification Standard, which covers 14 key firefighting-related occupations within the agency.  Full implementation of the new standard has been delayed to allow a more gradual transition to the new, more specific requirements, and scheduled to be complete by October 1, 2009.  This position is identified as a key fire management position.  In addition, as a condition of employment, prior to entering this position the selectee will be required to sign an agreement that they will complete the full IFPM qualification standard qualifications for the GS-0401, Unit Fire Program Manager, by October 1, 2009, including all training, coursework, and experience specified in that standard.

Under this vacancy announcement, candidates are required to meet the OPM qualification standards (as specified below in this announcement), and must also possess the required selective factor as specified below.  More information on the IFPM standards can be found at http://www.ifpm.nifc.gov

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, Approved Interagency Fire Program Management Qualifications Standards and Guide for Unit Fire Program Manager, GS-0401, Supplemental Qualification Standard for Fire Management Specialist, GS-0401, and Individual Occupational Requirements for General Biological Science Series, GS-0401).

BASIC REQUIREMENT FOR GS-0401:

A. Degree:  biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position. OR

B. Combination of education and experience: courses equivalent to a major in biological sciences, agriculture or natural resources management, or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.

ADDITIONAL EXPERIENCE REQUIRED:  In addition to meeting the basic entry level qualification requirements, applicants must have the following:

GS-11:  1 year of specialized experience equivalent to the GS-9 grade level OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

GS-09:  1 year of specialized experience equivalent to the GS-7 grade level OR 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree, if related.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) necessary to successfully function in the wildland fire management position.

For GS-11:  Experience must have included all of the fire program management elements as described below:

Reviewing and evaluating fire management plans for ecological soundness and technical adequacy;Conducting field inspections before and after prescribed or wildland fires to determine if objectives were achieved and/or to evaluate the effectiveness of actions taken; andDeveloping analyses on the ecological role of fire and its use and/or exclusion, and smoke management.

In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management - OR - fire management operations as described below:

Prescribed fire/fuels management – experience in a broad range of activities such as:

Professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments);Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming;Land use planning and environmental coordination;Evaluating prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies if containment is not obtained.

Fire management operations - analyzing and applying fire management strategies, plus experience in at least five of the following activities:

·        Mobilization and dispatch coordination

·        Fire prevention and education

·        Training

·        Logistics

Equipment development and deploymentFire communication systemsSuppression and preparedness

·        Aviation

The above specialized experiences may be evidenced by the following or similar positions:

Unit Fire Program Manager, ORWildland Fire Operations Specialist, ORPrescribed Fire and Fuels Specialist, ORPrevention and Education Specialist, ORInitial Attack Lead Dispatcher/Assistant Center Manager, ANDExperience at the Unit Leader Level on a Type I or II incident.

For GS-09:  Experience in at least two of the following three categories:

1.      Experience that demonstrated understanding of fire effects on cultural and natural resources.  The assignments must have shown participation in activities such as:

Developing fire management plans to ensure resource objectives can be met from a fire management standpoint; or Conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met.

2.      Prescribed fire/fuels management – experience in activities such as:

Professional forest or range inventory methods and procedures (e.g., Brown’s planar intercept for dead and down fuels; live fuel loading assessments), or Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming, or Evaluating prescribed fire plans or fire management plans to ensure fire containment is possible and identify appropriate suppression contingencies if containment is not obtained.

3.      Fire management operations – analyzing and applying fire management strategies, plus experience in at least four of the following activities:

Mobilization and dispatch coordinationFire preventionTrainingLogisticsEquipment development and deploymentFire communications systemsSuppression and preparedness

SELECTIVE FACTOR:  Applicants must have prior wildland firefighting experience on the fireline, as gained by substantial service in a primary/rigorous firefighter position, or equivalent experience outside the Federal government.  A minimum of 90 days of wildland firefighting experience is required to meet qualifications for this secondary (administrative) covered position.  Wildland firefighting experience is defined as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire.  Three distinct types of wildland fire have been defined and include wildfire, wildland fire use, and prescribed fire (includes only fireline experience on a prescribed fire and does not include experience in the planning stages).  This is a MANDATORY qualification prerequisite to qualify for this position.

FULL INTERAGENCY FIRE PROGRAM MANAGEMENT QUALIFICATIONS STANDARDS (IFPM) (IMPLEMENTATION BY OCTOBER 1, 2009) FOR THIS POSITION:  This position serves as a Wildland Fire Operations Specialist on wildland fires, therefore, the incumbent must possess the specified NWCG training, experience and coursework related to wildland firefighting operations.  Under the new IFPM standards, the incumbent will be required to obtain the following NWCG QUALIFICATIONS AND ADDITIONAL REQUIRED TRAINING by the implementation date of October 1, 2009. (Must submit a copy of current IQCS Master Report):

NWCG Incident Management Qualifications – Currency Not Required:

Command:  Incident Commander, Type 3 (ICT3), ANDOperations:  Task Force Leader (TFLD), ANDPrescribed Fire:  Prescribed Fire Burn Boss, Type 2 (RXB2)

Additional Required Training as presented in the following courses or agency equivalent:

“Fire Program Management”

CONDITION OF EMPLOYMENT:  As a condition of employment, prior to entering this position, selectees must sign a statement acknowledging their agreement to complete all required training and coursework as specified in the IFPM Qualification requirements for this position by no later than October 1, 2009, to remain in this position.  Applicants who do not successfully complete the full IFPM requirements by that date will be removed from the position.








SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires.  Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be grounds for termination.

FIREFIGHTER RETIREMENT COVERAGE:  This position is covered as a secondary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c)(CSRS) and 5 U.S.C. 8412(d) (FERS) when it is filled by an incumbent who transfers directly from a primary or another secondary firefighting position with no break in service as a firefighter to this position.  Firefighter retirement coverage of the incumbent depends upon his or her individual work history.

OTHER:  Incumbent is required to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.  Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
