This position will be filled under the DOC Personnel Management
Demonstration Project. This project replaced the Federal GS pay plan
and structure. Under this project, positions are classified by
career path, pay plan, and pay band. The pay band ZP-4 is equivalent
to the GS-13/14 level.
Major Duties
You will provide oversight and management of NCDC's large volume
data holdings, both digital and hardcopy, and have substantial
involvement in integrated data access activities. As the Archives
Manager, within the Data Operations Division, you will manage large
development projects for operational implementation involving ingest
and mass storage systems and relational database systems, work with
the research community to develop plans and budget initiatives to
archive data from research programs, support the activities of the
World Data Center for Meteorology, Asheville, and serve as the
NOAA/NCDC Records Liaison Officer. Specific duties will include: 1)
Manage all NCDC environmental data to ensure long-term integrity and
ongoing updates of NCDC's archives; 2) Provide security, access,
regulatory compliance and storage efficiency for NCDC archived data
in collaboration with Information Technology initiatives such as the
Comprehensive Large-Array data Stewardship System (CLASS); 3)
Develop master station information databases, control file and tape
libraries, and catalog and inventory environmental data holdings; 4)
Coordinate data archival requirements for NOAA observing systems and
World Data Center for Meteorology; 5) Coordinate data management and
records retention with NOAA and National Archives and Records
Administration; and 6) Apply principles of the Open Archive
Information System (OAIS) Reference Model to NCDC archives.

You must have a Degree in physical science, engineering, or
mathematics that included 24 semester hours in physical science
and/or related engineering science such as mechanics, dynamics,
properties of materials, and electronics. OR
