Job Listing: Planning and Procurement Manager

Position Description:

PURPOSE
Manage all aspects of procurement, purchasing, incoming traffic, planning and systems management. Responsible for independently establishing strategies and tactics for improving operation activities and service levels, while reducing inventory levels as well as operational costs.

LEADERSHIP
Directly supervise approximately four senior buyers; one MRP/Planning Manager and indirectly supervise approximately two replenishment/planning staff members.

- continuous performance feedback to the team and developing training and education plans to enhance their capabilities.
- Act as interface between the Creative Department and Asia Quality Control & Sourcing.
- Work closely with New Product Development.
- Represent Procurement in working with Product Management and Marketing.
- Locate and qualify exceptional sources that meet the company's requirements for: Quality, Pricing, Environmental and Worker Compliance.
- Develop and lead resolution of global supply issues (with focus on China) within the business, with an eye towards continuous improvements.
- Responsible for identification, qualification, and implementation of performance improvement opportunities.
- Develops metrics on all key procurement, planning and system drivers, and provides dashboard reports to management.
- Specifically continue to find lower cost RM sourcing options.
- Experience dealing with incoming international freight.
- Familiarity with freight carriers, freight forwarders, brokers and United States customs.
- Dedicated to meeting 100% of customer commitments.
- Integrate Planning and Procurement to minimize inventories and maximize customer service.
- Represent Operations in NPD, Fuel for Growth and Value Stream.
- Coordinate China quality control efforts with Fresno quality control to insure continuity.

QUALIFICATIONS

- 10-15 years Procurement/Purchasing experience, with at least 7 years in a leadership role.
- 5-7 years Planning and/or Production Control experience in a manufacturing environment.
- Very strong supplier pricing and negotiation skills.
- Direct importing experience is strongly preferred, with a substantial amount of experience with China.
- Experience in establishing and maintaining supplier quality systems.
- Experience managing incoming freight, including negotiation skills with freight carriers, brokers and freight forwarders.
- Familiarity with C-TPAT.
- Understanding of ISO9001:2000 systems required.
- Experience in LEAN, 6 Sigma and other Continuous Improvement initiatives.
- Experience with Planning systems desirable.
- Proven experience working with cross-functional teams which have included: new product development, packaging, production, sales, distribution and finance.
- Prior experience in consumer products, working with big box retailers such as Wal-Mart, Target, Michael’s, and Joann's.
- Proven background in driving cultural change and improving processes.
- Experience in the hobby, crafts, toy or gifts industry desirable.
- Excellent written and oral communication skills.
- Advanced proficiency in MS Office (Excel, PowerPoint and Word)
- Strong system background in ERP or MRPII (BPCS desirable).
- Strong problem solving skills.
- Ability to speak and/or understand Mandarin desirable.
Education
- BS in Business, Logistics, Systems or Engineering required.
- MBA highly desirable.

Licenses, Certificates, registrations
- APICS certification highly desirable.
