Programs and Services, Firearms and Explosives Services Division,
Federal Firearms Licensing Center, Martinsburg, WV.

ATF is a unique law enforcement agency in the United States
Department of Justice that protects our communities from acts of
terrorism, violent criminals, criminal organizations, the illegal
use and trafficking of firearms, the illegal use and storage of
explosives, acts of arson, and the illegal diversion of alcohol and
tobacco products.

We partner with communities, industries, law enforcement, and public
safety agencies to safeguard the public we serve through information
sharing, training, research, and use of technology.

Major Duties

The incumbent provides technical and non-technical support to the
Chief, Assistant Chief, two ATF Specialists and two Program Analysts,
who are responsible for the timely issuance of firearms and
explosives licenses and permits within the United States and its
territories. Responsible for a variety of personnel, administrative
and management duties (to include, recruitment, promotions,
evaluations, awards etc.) for 38 full-time employees and 10
contractors. Develops a variety of reports to track significant
programmatic data. Performs basic queries of the Federal Licensing
System (FLS) and N-SPECT databases and contacts various ATF
Directorates to obtain pertinent information. Advises staff on
procedures, regulations, practices and administrative matters;
analyzes and interprets new procedures, regulations and practices and
informs of any additions or changes; and implements administrative
policies and devises procedures. Devises internal control systems to
tract and monitor tasking or special projects for timely submission.
Initiates and forwards to Headquarters a variety of personnel actions
for approval. Identifies, selects and utilizes appropriate and ATF
approved software (spreadsheets, databases, word processing,
electronic mail, calendar, etc.) based on a particular assignment.
Develops Access and Excel spreadsheets in the correct format;
creates data elements and executes sequence of functions
automatically; and updates, revises, calculates and retrieves
information to meet office needs and for non-standard reports.
Serves as the focal point for problems regarding the Simplified Time
and Attendance System (STATS) concerning pay activities, error
corrections, leave administration, "Employee Express" errors, W-2
online processing and other related SF-52 (Request for Personnel
Action)personnel action processing. Conducts reviews of time and
attendance data and performs leave audits. Performs other related
duties as required.

Qualifications

Applicants must have one year of specialized experience equivalent to


the next lower grade in the Federal service. Specialized experience


is defined as experience which is in or directly related to the line


of work of this position and which has equipped the applicant with


the particular knowledge, skills, and abilities to successfully


perform the duties of this position. Equivalent combinations of


education and experience are qualifying for all grade levels and


positions to the extent for which both education and experience are

position includes:




Experience in providing administrative support in a law enforcement


working environment.

enforcement or weapons management.




Experience in using a variety of office automation software (e.g.


word processing, spreadsheets, databases, calendar, electronic mail,


power point and facsimiles).No positive education is required for this position.
