Major Duties

This position is located in the Office of the General Counsel (OGC), Department of Homeland Security (DHS). The General Counsel, who is appointed by the President and with the advice and consent of the Senate, is the Department's chief legal officer and principal legal advisor to the Secretary of Homeland Security. The General Counsel has final authority and responsibility for legal policy determinations within the Department and its components. It is anticipated that the position will be filled by a highly experienced attorney at the GS-14 or GS-15 levels; however, extremely qualified attorneys at the GS-13 level are also encouraged to apply.

The incumbent of this position will directly support the mission of the Chief Procurement Officer and DHS headquarters oversight of major procurements   The Chief Procurement Officer is responsible for exercising leadership and authority over DHS acquisition programs, which includes responsibility for management, administration, and oversight of Department-wide acquisition, strategic sourcing, and competitive sourcing programs.  This position will be responsible for advising and assisting senior DHS officials (including the Chief Procurement Officer) in carrying out DHS responsibilities with respect to acquisition programs and operations for the Department.

Duties include providing acquisition policy guidance, counsel, and support to the Domestic Nuclear Detection Office.  Legal interpretations and opinions require the highest degree of originality and creative legal thinking to obtain the necessary balance between conflicting interests, factual issues, and policy considerations.  Conducts extensive research, analysis, and evaluation of highly particularized areas in support of the acquisition process.  Actively participates in the negotiation of complex and unique acquisitions.  Provides oral and written advice concerning post-award contract matters, including claims, disputes, bankruptcies, terminations, appeals, PL 85-804 and litigation.  Assists OGC and Department of Justice counsel in presentation of cases before the Board of Contract Appeals, US Court of Federal Claims, and US District Court.  Participates in all aspects of trial preparation.

Required Skills

Qualifications

Applicant must be a graduate of a school of law accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.



Applicant should have at least four years of experience as a practicing attorney.



Applicant with less than eight years of practice experience must submit a law school transcript and grade point average or class ranking with the application materials.



On request, the applicant should be prepared to submit a writing sample.



NOTE:  Eligibility, qualifications and time-in-grade requirements must be met by the closing date of this announcement.


Special Requirements:

You must be a U.S. citizen to qualify for this position.

Background Investigation: This position is a critical -sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a Top Secret/SCI clearance as a condition of placement/retention in the position.
