In this position you will serve as the Chief Information Security Officer for the Agricultural Research Service (ARS) responsible for driving national participation in the protection of the agency's national cyber infrastructure by identifying and assessing the nature and scope of cyber-terrorism, computer hacking, and ARS Internet needs; understanding such threats in light of actual and potential vulnerabilities; carrying out comprehensive assessments of the vulnerabilities of the critical infrastructure; and designing and implementing corrective actions.

This position requires the selectee to undergo a pre-employment check and a full background investigation.  Any offer made is considered a tentative job offer pending the outcome of the pre-employment check.  Retention in the position is based upon a favorable adjudication of the background investigation.  The incumbent will be subject to periodic reinvestigations.

This position is being announced under both Demonstration Project and Alternative Merit Promotion procedures.  Applicants with federal civil service competitive status who wish to be considered under both procedures must submit two complete application packages.  Status candidates who submit only one application will be considered under Alternative Merit Promotion procedures.



Major Duties

As the Chief Information Security Officer, you will be responsible for overseeing staff in carrying out a variety of activities related to identifying and assessing the nature and scope of cyber-terrorism, computer hacking, and ARS Internet needs; understanding such threats in light of actual and potential vulnerabilities; carrying out comprehensive assessments of the vulnerabilities of the critical infrastructure; and designing and implementing corrective actions.  Duties include the following:·  Providing program and technical direction for the planning, development, acquisition, testing,  integration, installation, use, and evaluation of ARS IT systems, facilities, services, and procedures and serving as the principal technical cybersecurity advisor;·  Developing policies to govern security activities and investment portfolios;·  Managing and overseeing major, high-risk IT investments of projects;·  Utilizing best practices for the business and project management of cybersecurity projects;·  Developing a comprehensive ARS-wide strategy that addresses risk reduction and response to cyber-terrorism; ensuring a common understanding of cyber threats; and integrating federal, state, and local government, industry, and private sector cybersecurity stakeholder;·  Planning, coordinating, and maintaining the cybersecurity program to support ARS enterprise architecture;·  Supervising staff and promoting a culture that facilitates knowledge sharing, open communication, and organizational learning.. Your education and experience will be evaluated against all qualification requirements (basic and any additional requirements) listed below.

Basic Requirements:

GS-14:  You must demonstrate at least one full year of directly related experience that was equivalent to at least the GS-13 level in the federal service and that equipped you with the knowledge, skills, and abilities as listed below under 'Specialized Experience'.

GS-15:   You must demonstrate at least one full year of directly related experience that was equivalent to at least the GS-14 level in the federal service and that equipped you with the knowledge, skills, and abilities as listed below under 'Specialized Experience'.

Experience related to cybersecurity threat assessment, identification, and prevention and information assurance is highly desirable.

Additional Requirements:

Time-In-Grade Restrictions apply for all candidates considered under Merit Promotion/Alternative Merit Promotion.

Specialized Experience is experience which has equipped you with the following Knowledge, Skills and Abilities - 'KSAs' required to perform the duties of this position:

1.  Knowledge of cybersecurity threats and vulnerabilities and methods available to reduce them.

2.  Knowledge of information technology and information management, including systems design development and management; automated systems analysis, design, and development; hardware/software testing, evaluation and maintenance; configuration management; and area-wide LANS.

3.  Skill in determining IT program effectiveness in terms of technical, administrative, and fiscal data and formulating IT policies.

4.  Ability to interpret and apply policies and regulations related to planning, budgeting, procurement, and management of IT operations.

5.  Ability to supervise and motivate a highly technical staff.

Supervisory/Managerial Competencies;  The following KSAs will also be used to evaluate candidates in the interview and selection process.  It is not necessary to address them specifically in writing, but you will need to be prepared to discuss your supervisory/managerial abilities in the interview.

1.  Ability to lead and accomplish work through others (i.e., team building, conflict management, cultural awareness, strategic thinking, technology management, and political savvy.)

2.  Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations.

3.  Ability to think strategically and to plan and direct long-term broad-scale programs.
