The TRICARE Management Activity (TMA) mission is to manage TRICARE, the Department's medical and dental programs under which members of the uniformed services, their dependents, and other beneficiaries are entitled to DoD health care. The TMA also supports the Military Departments in execution of the Departments' medical mission to provide, and to maintain readiness to provide, medical and dental services to members of the Armed Forces during military operations.

Major Duties


This position is located with the Program Management Office (PMO) of the TRICARE Management Activity (TMA) in the Joint Medical Information Systems Office (JMISO), a field activity of the Office of Assistant Secretary of Defense (ASD) for Health Affairs (HA) (OASD (HA)). JMISO supports military medical readiness and quality health care services for military personnel, their families and other beneficiaries.



The incumbent works under the general guidance of the program office's chief resource management position. This position provides executive control and direction in the areas of financial, business and contract management. He/She will be responsible for the administration of sound financial and business management policies and procedures across all phases of the PMO. Identifies and resolves critical issues relating to acquisitions, contracts, health programs and projects that cross functional lines among the Military Departments, OASD (HA), and other DoD and federal agencies with a health related mission. Serves as the subject matter expert in the areas of soliciting, evaluating, negotiating, awarding, administering, and terminating contracts. Develops statements of work, task orders, evaluation criteria, levels of effort, independent government cost estimates and other pre- and post-contract award documentation.



He/She participates in analysis and evaluation of cost and/or price proposals, negotiation of prices, terms and time lines pertinent to contractors and contracting activity. Provides support as the Contracting Officer's Representative Assistant (CORA) for contracts that support the medical automated information systems within the PMO. Accepts and approves contract deliverables; reviews and evaluates contract issues; certifies vouchers for payment and makes appropriate management improvements to achieve effective, efficient, and economical results.



Conducts reviews of contracts and services procured by contract to ensure that advisory and assistance services are properly identified and reported in accordance with established procedures, and that resulting changes are adopted as expeditiously as possible. Oversees the progress of major acquisition activities and initiatives, providing guidance to the program's functional project managers in the interpretation of financial and acquisition management requirements.



Develops acquisition plans with integration of functions, schedules, objectives, fiscal requirements, expected benefits/outcomes and milestones, ensuring the procurement process supports the program's project plans/time lines. Directs and oversees the efforts of contractor support analysis in the development, justification, and execution of the PMO resource management function with the Planning, Programming and Budget System (PPBS).



Coordinates program budget planning, briefing upper management on impact of actual/proposed programmatic and financial changes on the PMO and its relations to other business areas and PMO's with the JMIS Office. Responsible for continued analysis of resource utilization, makes recommendations to redirect program efforts as necessary based on revised priorities, changing emphasis, and transferring resources between projects.

You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or pay band that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position shown above. The creditable specialized experience is:

Experience in acquisition, contract management, contract pricing, contract analysis or contract negotiation.

Knowledges, skills, and abilities that are needed to perform the duties of this position are:


1. Knowledge in the areas of acquisition, contracts management (to include all contracting phases: soliciting, evaluating, negotiating, awarding, administering, and terminating), contract pricing, analysis and negotiation, contracted advisory and assistance services, internal management controls and information resources management.






2. Knowledge of detailed concepts, principles and practices of budgetary, financial and acquisition management to effectively perform pre-award, post award and/or contract pricing and cost analysis functions.






3. Knowledge of general accounting standards and procedures, computers and accounting software programs to develop and maintain a management control system for all financial data.






4. Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) to serve as the subject matter expert in the area of acquisition planning.
