Major Duties

In support of the mission of the Business Process Team, including claims avoidance functions, the employee performs the following duties as a contract specialist in the Contract Administration Process Team, of the Supervisor of Shipbuilding, Conversion and Repair, USN, Bath, Maine. Selectee serves as a contract specialist responsible for the solicitation, analysis, evaluation and negotiation of the contractor’s proposals associated with modifications to contracts for the construction of ships for the United States Navy.  Negotiates (normally with a sole source) changes to contract terms and conditions, specifications, advance payments, profit and cost sharing arrangements to establish reasonable prices within acceptable time frames.  Functions as team leader during contractual negotiations, coordinating a team of representatives from the production office, financial office, legal counsel and Engineering Process Team as required.  Serves as principal contact for all problems associated with the assigned changes and represents SUPSHIP Bath in conferences with contractors, NAVSEA and other Government activities.  Administers the contract from award through closeout, including all milestones in between.  Initiates correspondence and reports, analyzes status of contract/contractor performance, resolves contractual problems, provides contractual solutions to problems arising in material, quality and technical disciplines.  Serves as key field representative in major shipbuilding source selection procedures.

All applicants must meet the basic requirement as described below.  In addition, applicants must demonstrate possession of one year of specialized experience equivalent to at least the next lower grade level as described below.   For grade GS-11, education may be substituted, or an equivalent combination of education and experience as described below.

BASIC REQUIREMENT: 

(1) Applicants who are entering or reentering a DOD Civilian Position in the GS-1102 series must: possess a baccalaureate degree from an accredited educational institution, and, have completed 24 semester hours in any of these business-related subjects: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. 

(2)     Current civilian personnel in DOD, who occupied GS-1102 positions or contracting officer positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from this new requirement as it applies to civilian positions.

YOU MUST SUBMIT THE NAME OF YOUR SCHOOL, YEARS ATTENDED AND A LIST OF YOUR COLLEGE COURSES AND CREDITS RECEIVED, IN ORDER TO VERIFY THAT YOU MEET THE BASIC REQUIREMENT. SPECIALIZED EXPERIENCE: One year of experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of this position.   This type of experience would include experience soliciting, analyzing, evaluating and negotiating contractor’s proposals associated with modifications to contracts for the construction of ships.

SUBSTITUTION OF EDUCATION REQUIREMENT FOR GS-11: 

For the GS-11 level applicants must possess successful completion of three (3) full years of directly-related progressively higher level graduate education or a Ph.D. or an equivalent doctoral degree in one or a combination of the following fields:  accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. 

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study.  If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one-year of full-time study requirement.  Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.   

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.

PRE-EMPLOYMENT REQUIREMENTS: Selectees may be required to obtain a security clearance, and meet all certification requirements (depending on the position to be filled) prior to appointment. Some positions may require successful completion of a physical examination, agility test, pre-employment drug test, and/or participation in the Anthrax vaccine immunization program if applying for an emergency essential position. Selectees required to meet one or more of these employment conditions before appointment will receive a tentative offer of employment. ADDITIONAL REQUIREMENTS AND CONDITIONS OF EMPLOYMENT: Selection for this position is contingent upon proof of U.S. Citizenship.  Candidates selected must enroll in the Direct Deposit of Pay/Electronic Fund Transfer program.  A background investigation may be required.  Male applicants born after December 31, 1959, must certify that they have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.
