The Department of the Navy (DON) is more than ships, aircraft and sailors; it is over 176,000 civilian employees at Navy and Marine Corps commands, bases, stations and facilities throughout the U.S. and around the world.


It requires a highly trained, educated and skilled workforce to support today’s sophisticated Navy and Marine Corps ships, aircraft, weapon systems and computer systems. Over 37,000 acquisition professionals perform “cradle to grave” management of highly technical systems, equipment, facilities, supplies and services.


        


The Naval Acquisition Career Center centrally manages the DON Acquisition Intern Program (NAIP). Individuals will be placed in a training and education program that is tailored to various acquisition career fields for up to three years. Upon successful completion of the NAIP, you will become a permanent civil service employee in the competitive service. DON civilian employment does not require enlistment to the military service.


        


The DON is committed to the professional development and growth of individuals hired into the program. The program is designed for recent college graduates and provides a structured management-training program including formal education, diverse rotational assignments, extensive on-the-job training, and graduate tuition assistance. Approximately 400 positions will be filled this year. These positions are located throughout the U.S.; however, a majority are located within the greater Washington D.C. metropolitan area and CA, WA, MD, VA, PA, NJ, RI and FL.


 


Salaries for entry-level engineers and computer scientists range from $48,000 to $60,000; other positions range from $32,000 to $48,000. In addition, recruitment incentives will be considered for computer scientist and engineer positions. Salaries vary based on the applicant's directly related education, graduate education, experience, and geographic location. While in the program, rapid salary increases and performance payouts are paid based on performance. Engineers and computer scientists will be paid up to the mid $70s and other positions up to the high $60s upon successful completion of the training program.



Major Duties


Contract Specialists perform professional work in the acquisition of supplies and services. Assignments may include requirements determination and contract planning, business evaluation and price-cost analysis, negotiation, contract administration, and contract termination.
Incumbent may be involved with: (1) soliciting, evaluating, negotiating, and awarding contracts with commercial organizations, educational institutions, nonprofit organizations, and State, local or foreign governments for furnishing products, services, construction or research and development to the Federal Government; (2) administering contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost or price proposals and accounting systems data; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of Federal socioeconomic goals, such as those affecting small business, labor surplus areas, and disadvantaged business firms; (7) developing acquisition strategies and directing or managing procurements; and (8) providing staff advisory services in one or more of the specializations in this occupation.

I understand that upon appointment, selectees must undergo and satisfactorily complete a security screening, which includes, but is not limited to, a Federal Bureau of Investigation (FBI) name and fingerprint check and a background investigation. Basic Requirement:




A. A bachelor's degree that includes at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.




OR





B. Education beyond the bachelor's degree, e.g., one full year of graduate study or more, master's degree, Ph.D., LL.B., J.D., etc. The field of study for at least one year of postgraduate education must have been in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.




Additional Requirement:




 Undergraduate Education: A bachelor's degree in a field as described above that would equip applicants to perform the work of the position, and superior academic achievement as described in one of the options below:




A. 2.95 GPA overall or higher or in last 2 yrs in major (< 10% Pass/Fail)




B. 3.45 GPA overall or higher or in last 2 yrs in major (< 10% Pass/Fail) 




C. Upper 1/3 ranking in graduating class (you must submit proof with your application)




D. National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application)

Specialized Experience: One year of experience performing professional work at the GS-5 level  in the federal service or equivalent of the type listed in the following examples: developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts; or negotiating and awarding contracts, contract modifications, and subcontracts; or in legal practice involving the analysis of procurement policies and procedures; or administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination; or analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general administrative expense.

Combination of Education and Specialized Experience: Less than the full amount of graduate education described above and less than the amount of specialized experience described above may be used in combination to qualify for the position.




 




Example: An applicant with 9 semester hours of relevant graduate education equals 50% of requirement. Six months of qualifying specialized experience also equals 50% of the requirement. These could be used for a total of 100% to fulfill the requirements of the position.
