Primary Purpose:  To serve as a senior advisor and subject matter expert for the Director, of the Planning and Integration Division (PI), in the Office of Intelligence and Analysis in the Department of Homeland Security.



Major Duties

Organization:  This position is located in the U.S. Department of Homeland Security, Office of Intelligence and Analysis, Plans and Integration Division.

Primary Purpose:  To serve as a senior advisor and subject matter expert for the Director, of the Planning and Integration Division (PI), in the Office of Intelligence and Analysis in the Department of Homeland Security.

Specific Duties:

Responsible for coordinating annual program reviews of the DHS Intelligence Components, and for making informed recommendations to the PI Director, and' other I&A leadership on the scope, structure and priorities within DHS Intelligence programs

Serves as subject matter expert for the integration of intelligence programs, leveraging
DHS. IE capabilities and expertise resident in the Homeland Security, National, Military arid State and Local intelligence communities.

Develops and advocates Department-level positions to advance DHS intelligence equities and capabilities within each of these communities.

Oversees, coordinates, and integrates DHS intelligence integration efforts, including DHS-wide Continuity of Operations, Continuity of Government, Exercises, Intelligence Program Reviews, and leads efforts to integrate these efforts into the larger DHS and Intelligence Community frameworks.

Provides expert advice on intelligence policy to deployed I&A personnel assigned to the Homeland Security Intelligence Support Team, the National Immigration Information Sharing Operation, and I&A personnel assigned to the Terrorist Screening Center, National Counterterrorism Center; and the Federal Bureau of Investigation.

Reviews staff actions and provide expert level analysis and recommendations on program implementation and planning efforts to chain of command

Represents DHS, and the CINT in a variety of situations including public speaking engagements, meetings with senior Intelligence Community members, with other federal representatives, Members of Congress, Senior Executives within DHS and other Federal agencies, and with senior officials in state and local law enforcement agencies, and international partners.

Qualifications

Specialized Experience:

Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service. To be creditable, this specialized experience must have been equivalent to at least the GS-15 grade level. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.  For this position, specialized experience is experience in an intelligence entity with significant responsibility for program planning, direction, or evaluation of intelligence research or operations programs having homeland security and world wide implications.

Selective Placement Factor: Ability to coordinate highly complex intelligence integration and policy matters relating to both DHS and the national intelligence community.



Candidates must possess the Selective Placement Factor to receive consideration for this position. Candidates MUST specifically address the selective placement factor. Failure to meet this factor will result in elimination from further consideration for this position.
