THIS POSITION IS LOCATED WITH THE NATIONAL PARK SERVICE, PACIFIC WEST REGION, LAKE MEAD NATIONAL RECREATION AREA, VISITOR AND RESOURCE PROTECTION DIVISION, SUPPORT SERVICES ORGANIZATION, INTERAGENCY COMMUNICATIONS CENTER, BOULDER CITY, NEVADA.

Major Duties

This critical/sensitive position is located in the Interagency Communications Center. Operates with a number of public safety computer networks and NCIC/NLETS (Federal Bureau of Investigations). Serves as a certified full access NCIC/NLETS and related state systems operator. Maintains system security and complied with all operating procedures that regulate these advanced systems, utilizing the appropriate Originating Agency Identifier (ORI).

On a daily basis, receives non-emergency calls for service. Gathers all pertinent information for the call to determine whether it requires dispatching a vehicle, vessel or aircraft. Must provide precise information as to the locations which may not have street addresses such as road mile marker, river mile marker, lake cove name, etc. Must be able to provide a latitude/longitude or a Universal Transverse Mercator (UTM) location.

Uses judgment and initiative in interpreting information. Inputs and interprets data into and from several computers. Enters and accesses information in the park incident reporting system to complete required reports and assist in investigations.

Safeguards confidential information. Receive and evaluate all 9-1-1 telephone calls or other public emergency calls. Determines priority of response and initiates appropriate response of law enforcement, emergency medical, search and rescue, and fire suppression personnel. Maintains certification as an Emergency Medical Dispatcher, using medical protocols to give life saving instruction to reporting parties on actions to be taken until medical help arrives.

Coordinates use of assigned radio frequencies for all users, directing and redirecting personnel to appropriate frequencies and prioritizing radio traffic and related communications. Operates multi-frequency, multi-agency radio console with several paging systems, cross-frequency patching, and phone patching.

Responsible for the collection and securing of Bail monies for the release of federal prisoners, arrested for offenses against the Unites States within Lake Mead NRA and public lands in southern Nevada.

Performs general Interagency Communications Center duties such as filing, typing, maintaining weather forecast recording, shredding of designated paperwork, processing mail-in violations notices, or providing copies of case incident reports to authorized individuals or entities.

EDUCATION SUBSTITUTION:  If you are substituting education for experience, it is your responsibility to provide documentation or proof that you have met the applicable educational provisions.  An official transcript; statement from the institution’s registrar, dean, or other appropriate official; or equivalent documentation (OPM Form 1170 or a listing of college courses completed) is acceptable.  Failure to submit documentation will result in your being determined to be not qualified.  An official transcript will be required from you for verification prior to the effective date of the appointment.

RELOCATION EXPENSES: Travel, transportation, and relocation expenses will NOT be paid by the Government.  Any expenses associated with reporting for duty in this position will be YOUR responsibility.

PHYSICAL DEMANDS/WORK ENVIRONMENT: Must function efficiently in a confined space for extended periods with no breaks and no opportunity to leave the confines of the Communications Center. The dispatcher is considered an “essential employee”, meaning he/she is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies.  Position is sedentary with high amounts of stress.  Incumbent is subject to shift work, rotating shift work, and uncommon tours of duty. Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable.  Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously.  The work is of an emergency nature and is emotionally stressful.  Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs.  Work involves occasional lifting of boxes and supplies up to weights of 50 pounds.

BACKGROUND SECURITY INVESTIGATION:  Prior to entrance on duty, a background security investigation will be required for all new hires, as well as, current Federal employees who are not currently covered by a satisfactorily adjudicated Federal background investigation commensurate with the national security, public trust, and/or non-sensitive position sensitivity designation of this position.  Failure to successfully meet this requirement will be grounds for not hiring you.  This may be a lengthy (a few to several months) process.

OPERATOR IDENTIFICATION: You will be required to operate a government vehicle, therefore, must be able to acquire and hold a valid state Driver’s License. Upon entrance on duty (EOD) and annually thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver’s license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle.  You will be required to submit a photocopy of your valid State issued driver’s license.  You may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you.  Please indicate in your application the state and expiration date for your current driver’s license. Your employment, after your tentative selection, will be contingent upon receipt of these documents in a timely manner and that those documents establish, to the satisfaction of the selecting official, that you possess a valid driver’s license.
