The incumbent will serve as the Division Chief for the Finance
Division, National Institute of Standards and Technology (NIST),
Department of Commerce.

This position has no known promotion potential, however, pay may
increase to top of pay band through the annual performance appraisal
process. As a supervisor, you will be eligible through the
performance appraisal process, for a supervisory pay differential of
up to 6% of the salary maximum.

This position is covered by an Alternative Personnel Management
System (APMS). This system replaced the General Schedule pay plan;
GS and it's grade structure. Under the APMS system, positions are
designated by career path and pay band. The ZA-V level is
equivalent to the GS-15 grade level.

NIST's unique
target="new">Alternative Personnel Management System (APMS),
which replaced the Federal GS Pay Plan and structure at NIST, allows
us the flexibility to offer higher salaries, including a supervisory
differential, not available in most other Federal agencies.
Moreover, employees are eligible to receive an annual pay increase
and bonus based upon performance.

Major Duties

As Chief of Finance Division, the Office of Chief Financial Officer
at the National Institute of Standards and Technology (NIST), the
incumbent will provide the leadership, vision, strategic direction,
and tactical planning for the organization. The incumbent is
responsible for policy development, planning, priority setting,
fiscal allocation, staffing, and management of the day to day
operations of the Division's 90 professional and
administrative/clerical support staff. The Division has an annual
operating budget of $10 million dollars. The incumbent leads a wide
range of accounting and financial programs to provide for
accountability of assets, effective internal controls, accurate
financial reporting, and adequate financial data for management
purposes of NIST and its financial customer bureaus. The NIST
Finance Division currently provides services to nine Department of
Commerce agencies, including NIST and the Department of Commerce,
Office of the Secretary. In addition, the incumbent provides advice
on financial matters to the NIST CFO, as well as administrative and
technical staff.

Basic Requirements:




A. Degree: accounting; or a degree in a related field such as


business administration, finance, or public administration that


included or was supplemented by 24 semester hours in accounting. The


24 hours may include up to 6 hours of credit in business law


OR


B.Combination of education and experience--at least 4 years of


experience in accounting, or an equivalent combination of accounting


experience, college-level education, and training that provided


professional accounting knowledge. The applicant's background must


also include one of the following:


1.Twenty-four semester hours in accounting or auditing courses


of appropriate type and quality. This can include up to 6 hours of


business law;


2.A certificate as Certified Public Accountant or a Certified


Internal Auditor, obtained through written examination; or


3.Completion of the requirements for a degree that included


substantial course work in accounting or auditing, e.g., 15 semester


hours, but that does not fully satisfy the 24-semester-hour


requirement of paragraph A, provided that (a) the applicant has


successfully worked at the full-performance level in accounting,


auditing, or a related field, e.g., valuation engineering or


financial institution examining; (b) a panel of at least two higher


level professional accountants or auditors has determined that the


applicant has demonstrated a good knowledge of accounting and of


related and underlying fields that equals in breadth, depth,


currency, and level of advancement that which is normally associated


with successful completion of the 4-year course of study described


in paragraph A; and (c) except for literal nonconformance to the


requirement of 24 semester hours in accounting, the applicant's


education, training, and experience fully meet the specified


requirements.




IN ADDITION, You must have 52-weeks of specialized experience at the


GS-14 level (pay band IV at NIST) or equivalent in leading or


managing accounting operations, financial statement preparation,


financial reporting, and financial policy implementation and


development.




This position also requires that you meet the following selective


factors as a minimun qualification requirement:




1. Knowledge of policies, theories, principles, practices, and


methods of financial management.


2. Ability to work with numerous customers to set priorites for


financial management programs.


3. Ability to integrate customer satisfaction in all facets of


management decision making.
