provides a comprehensive health services delivery system for

Major Duties

The purpose of this position is to assist in the project
development, design, construction, as-built development, and project
training of individual and community water supply, wastewater
disposal, and solid waste disposal facilities. Using all standard
drafting instruments including AUTOCAD and civil engineering design
software, incumbent is responsible for preparing detailed drawings
related to an assigned project covering construction, alteration,
and additions to building, structures, water and sewage lines,
sewage treatment facilities, water treatment and storage
facilities. Uses field notes, sketches, record drawings, survey
data and other pertinent reference materials. Imports and reduces
field data from the electronic notebook for use in developing plans
and specifications. The incumbent inspects on going construction
work and coordinates construction staking to include designating
locations for trenches, excavations, and facilities in accordance
with plans and specifications. The incumbent may be assigned
projects, which include construction of individual septic tank-
absorption field systems; well drilling; pump installations; and
construction of water and/or sewer mains, water and/or sewer service
lines, sewage lagoons, water storage reservoirs, water treatment
facilities, and pump houses. The incumbent performs field
investigations of proposed project home site locations to gather
information for planning sanitation facilities construction. The
incumbent makes recommendations to the Project Engineers on
questions of variations between plans and specifications,
construction methods and practices, acceptability of workmanship and
material, and compliance with safety practices and regulations. The
incumbent uses a transit, level, total station or GPS equipment with
data recorder to establish horizontal and vertical control points,
lines, and grades; take cross sections of excavations, borrow areas,
and completed fill areas; and set grade lines for earthwork
construction. The incumbent performs preliminary construction
surveys for sanitation facilities using approved land surveying
practices and is responsible for the accuracy and the completeness
of all surveying work assigned. The incumbent performs mathematical
computations utilizing surveying notes to plot and draft traverse
and topographic surveys. Maintains records on homeowners'
applications and facilities. These records are computerized in an
ACCESS format. Acts as a contact for homeowner questions about
qualifications, application status, and construction status.
Prepares individual site construction plans from field data gathered
by the incumbent or others. Performs other related duties as
assigned.

Qualifications

GS-5: One (1) year of specialized experience equivalent to at least


GS-4 grade level OR successful completion of a full 4-year course of


study leading to a bachelor's degree (a) with major study in an


appropriate field of engineering, construction, or industrial


technology; or (b) that included at least 24 semester hours in any


combination of courses such as engineering, engineering or


industrial technology, construction, physics, drafting, surveying,


physical science, or mathematics.

Specialized experience is: Experience that equipped the applicant


with the particular knowledge, skills, and abilities (KSA's) to

be creditable, specialized experience must have been equivalent to


at least the next lower grade level.




Examples of occupations that may have provided qualifying

TIME IN GRADE REQUIREMENT: Federal status applicants must have


completed at least 52 weeks of service in a position no more than


one grade lower than the position to be filled (or no more than two


grades for two grade interval positions). If selected under the


Excepted Service Examining Plan, individuals may be appointed


without regard to time-in-grade requirements.
