Major Duties
Incumbent of this position will serve as the program manager and the
focal point for the Office of Congressional and Public Affairs
(OCPA), and special events program activities. Serves as the
principal staff liaison to the Director, OCPA in planning and
implementing the OCPA public affairs and special events programs.
Responsible for the dissemination of information to other Public
Buildings Service (PBS), business lines, Federal agencies, and
private organizations. Plans, develops and implements a program of
public information regarding special events to expand awareness of
OCPA and PBS activities. The program includes the development of all
informational materials by OCPA such as news releases, brochures,
charts, slides, exhibits, posters, and other informational materials.
Serves as the person responsible for OCPA's communications with the
media. Incumbent writes all press releases and has primary
responsibility for responding to press inquiries. Plans, organizes,
and coordinates special events of a regional scope and participates
in professional and trade associations. Develops overall plans for
special events which could include site selection, preparation of
budget, selection of facility, procurement of furnishings, and other
coordinating requirements and capabilities, lead time, costs, and
other matters affecting logistics and planning. Plans and forecasts
space requirements and coordinates with Portfolio Manager and
Commercial Brokerage to locate and negotiate for Federally-owned or
leased space needed for special events and activities. Advises the
Director regarding the level of support and amount of resources to be
given to any authorized special event. Prepares detailed written
logistical production plans which include specific resources and
funding requirements and proposed sources for such requirements.
Assists in promoting GSA's products and services, features and
benefits to our customers, stakeholders, and employees as well.
Develops, implements, long and short range plans in the management of
each special event. Serves as part of the information clearinghouse
activity of OCPA as it assists the National Account Executives and
Regional Account Managers in developing strategic partnerships with
our customers.

Qualifications
Applicants must demonstrate, in their resume and responses to the
vacancy questions that they meet the qualification requirements
described below. Applicants must meet all qualification and
eligibility requirements for the position advertised by the closing
date of the announcement.
Applicants must have at least one year specialized experience
equivalent to at least the GS-12 level for grade GS-13.
Specialized experience must include determining requirements and
methodologies for events and ceremonies; providing technical
expertise and advice in researching, planning and implementing
special events; making recommendations to management on ways to
correct/improve local and national events including suggestions for
resource reallocation, goal/objective modification, and/or efficiency
improvement.

being appointed to determine their suitability for Federal
