Major Duties

Provides professional auditing services, management advice and assistance.  Professional auditing services include the examination, analysis, presentation and interpretations of accounting data, records and reports.  Provides a continuing independent review of financial, accounting and/or management operations and controls to ensure that funds, personnel, equipment and other resources are employed effectively, securely, economically, and within legal and administrative constraints of the Agency.  Plans audits for Agency programs or systems.  May participate in agency-wide or corporate reviews.  Researches background information pertinent to the audit.  Prepares audit steps for assigned audit guide or program.  Coordinates with management and peers on prior or on-going audits.  Conducts audits by examining and testing financial records and management controls to determine the degree of efficiency, economy, and effectiveness with which the serviced activities operate.  Participates in entrance conferences.  Conducts interviews, reviews records, and gathers data to achieve audit objectives.  Summarizes audit results and addresses management issues surfaced in the audit.  Provides recommendations for corrective actions for assigned audit segments.  Prepares or assists in preparing reports from audit summaries and informal briefings with management which present findings and cite applicable regulations.  Prepares or assists in preparing comments/rebuttals to management responses.  Cross-references draft reports to source work papers.  Provides technical advice and assistance to managers and other supervisory  personnel in audit areas.  Provides support on an ad-hoc basis to managers on issues concerning financial management, auditing, and audit liaison responsibilities.  Conducts follow-up reviews to verify and assess implementation of recommendations issued to correct problems.

Qualifications

BASIC REQUIREMENT:

A.  Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

OR

B.  Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:





Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

In addition to the basic requirement above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower pay band level in the federal service or comparable in difficulty and responsibility to the equivalent level if outside the federal service which demonstrates the ability to perform the duties of the position.

SPECIALIZED EXPERIENCE:  Examples of specialized experience include:  Planning and conducting audits by examining and testing financial records and management controls to determine the degree of efficiency, economy and effectiveness; preparing or assisting in preparation of reports from audit summaries and informal briefings with management which present findings and applicable regulations. 

Qualified applicants will also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.  Candidates must clearly demonstrate the possession of knowledge, skills, abilities and competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.  This position will be filled at the journey level.

Competencies:

Professional knowledge of the practices, methods and techniques of accounting and auditing required to independently plan and conduct audits of agency operational programs and their related accounting systems.

Skill in planning and developing the audit, interpreting findings, and developing or modifying methods and techniques to resolve a variety of problems.

Detailed knowledge of organizational programs and functions in order to conduct audits of agency operational programs or systems.

Skill in using computer-assisted audit techniques, statistical sampling, interviews and other methods of structuring data and surfacing findings to audit accounting and finance programs.

There is NO substitution of education for experience.

You must be a U.S. citizen to qualify for this position.
