You will serve as an Auditor for the Office of the Inspector General, located at 8601 Adelphi Road, College Park, MD.

Major Duties



Provides expert audit services covering broad agency programs.  Audit assignments require extensive  problem definition, planning and coordination.  Audits cover a wide variety of operating systems, work processes, and financial and contract administration functions.

Conducts research and performs the audit survey  to identify potential problem areas.

Prepares survey report and audit guide  for comprehensive surveys.

Develops a definitive  audit program for audits.  The audit program presents the goals and scope of the complete audit, audit locations, hours required and time frame for completion.

Performs or leads audits utilizing appropriate audit techniques, analyzes data to support findings, and develops recommendations to correct deficiencies. 

Prepares audit reports detailing finding and making recommendations  for corrective actions.

Develops individual audit plans for nationwide reviews performed by auditors in several locations. 

Provides supervisory review of work in process of subordinate team members and provides advice and direction when necessary.

STEP THREE - Supporting Documentation

a.  You must provide a copy of your college transcripts.  Note:  You must submit copies of college transcripts if substituting education for experience or if specific education is required.

Current and former Federal employees must also submit:

a.  A copy of an SF-50, Notification of Personnel Action, that documents your career or career-conditional status or reinstatement eligibility (such as a promotion, reassignment, within-grade increase, or appointment SF-50).

c.  A second copy of your application package (if you wish to be considered under both merit promotion and public notice procedures).  If you submit only one application package and do not specify how you would like to be considered, you will be considered under merit promotion procedures only.

Qualifications

To be considered for this position at the GS-13 level, you must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service.

Specialized Experience is experience which shows that you have the knowledge, skills, and abilities to perform the duties of this position successfully.  This type of experience is generally obtained from having worked in a position similar to the position being filled.  Examples of specialized experience include performing work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of an activity; conducting performance audits; or conducting activities related to the detection of fraud, waste, and abuse.

In addition to the above specialized experience, candidates must also:

A.  You must have completed a full 4 year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.  The 24 hours may include up to 6 semester hours of credit in business law.

                                                                        OR

B.  You must have a combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge.  Your background must also include at least ONE of the following:

1.  Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.  This can include up to 6 hours of business law.



                                                                  OR

2.  A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

                                                                        OR

3.  Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hour requirements of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A, and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You must submit a copy of your college transcripts to verify that you meet the above criteria.

Time-in-grade restrictions apply to current Federal employees applying under merit promotion procedures.  You must have one year of Federal service at the GS-12 level to be eligible for a GS-13.  Time-in-grade restrictions do not apply under public notice procedures.

If selected under public notice procedures, you will be required to serve a probationary period of 1 year.
