About the Position: Formulates training plans and provides CBRNE installation protection program training as required. Supplements HAZMAT awareness, operations, and technician training for first responders in conjunction with the Fire and Emergency Services train-the-trainer program. Plans, coordinates, and executes a CBRNE installation protection exercise program as part of the installation AT/FP exercise program. Ensures that adequate internal controls are in place so that resources are efficiently managed.

Major Duties

As the Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Operations Specialist advises supervisor and Garrison Commander as to CBRNE first and emergency responder matters and CBRNE aspects of anti-terrorism and force protection (AT/FP) incidents/events. Plans, organizes, directs, and coordinates installation/mission activities. Develops/implements plans/directives for CBRNE installation protection program and manning and other resource requirements. Provides technical advice/assistance in all aspects of Joint and Army Homeland Security, CBRNE incident management, and AT/FP doctrine, organization, training, materiel, leadership, education, personnel, and facilities efforts. Maintains CBRNE Installation Support Team (IST) equipment; plans and executes training for the IST. Represents the organization at other commands/government agencies on key CBRNE first and emergency responder matters and CBRNE aspects of AT/FP issues when required or in the absence of supervisor.

General Schedule To qualify at GS-12 you must have one year of specialized at the GS-11 level. Specialized experience is defined as experience in planning and organizing installation and mission activities related to chemical, biological, radiological, nuclear, and high yield explosives operations; experience determining estimates of resources and manpower requirements necessary for installation protection; experience planning and conducting training related to installation protection; experience as an operations/intelligence staff officer in an operations center; or other similar work experience that is directly related to the duties of the position being filled.




Must have or be able to obtain certification as a Hazardous Materials (HAZMAT) Technician train-the-trainer level in accordance with 29 CFR 1910.1200.




Subject to medical evaluation in accordance with 29 CFR 1910.1200.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Ability to communicate orally and in writing. GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.
