Major Duties

Under the Terrorism Risk Insurance Act of 2002, Congress established
in the Department of the Treasury a temporary Terrorism Risk
Insurance Program (TRIP) and authorized the Secretary of the
Treasury to administer the Program and pay the Federal share of
compensation for insured losses under the Program. The purpose of
the Program is to provide a transitional transparent system of
shared public and private compensation for insured losses resulting
from acts of terrorism. The Program promotes economic growth by
ensuring the continued widespread availability and affordability of
property and casualty insurance for terrorism risk. It is structured
so as to provide a transitional period for private markets to
develop mechanisms for the pricing of terrorism risk insurance, and
build capacity and arrangements to diffuse the financial risks of
any future losses, with consistent reliance upon State insurance
regulation and consumer protections.

The incumbent of this position serves as Administrative Officer
within the Terrorism Risk Insurance Program Office. Responsibilities
include but are not limited to oversight and management of day-to-
day administrative operations such as: acquisitions (credit card
purchases); budget tracking; space; property and equipment;
security; files and records maintenance; publications; travel
arrangements; printing and graphics; time-keeping; receipt,
coordination, and tracking of all incoming mail, information and
materials. Assigns tasks to and supervises other lower level office
support personnel in the completion of delegated responsibilities.

DUTIES AND RESPONSIBILITIES

Under the direction and supervision of the Executive Director, the
Administrative Officer shall:

Participate in systematic reviews of and implement the development,
operations, and ongoing improvement of the Office's administrative
services, including performance measurement, reporting systems,
internal controls, and operating procedures, to ensure continuous
improvement in efficiency and cost effectiveness of the Office's
administrative services.

Based on a comprehensive knowledge of the office's ongoing
administrative operations, ensure these services are closely
coordinated with the Office's program operations, and are directed
to provide maximum support and enhancement of the Office's mission.

Decide what action is necessary for each individual functional
responsibility and determine the priority. Supervise other lower
level office support personnel in completion of assigned tasks to
ensure timely outcome of actions and application of customer service
concepts 10 established policies, goals and work priorities.

Serve as the Office focal point for the receipt, assignment, and
tracking of correspondence received into the Office. Review
completed responses for the signature of the Executive Director,
TRIP, ensuring appropriate formats and proper packaging, correct
enclosures or attachments ensuring that they are clear and
grammatically correct. Facilitate quick turnaround time on necessary
revisions.

Perform a variety of urgent confidential special assignments to aid
the Executive Director in considering, expediting and acting on
matters that pertain to the policies, procedures and programs of the
TRIP.

In accordance with Treasury policies and procedures, plan, develop,
implement, manage and evaluate the functions and day-to-day
activities of the Office's administrative services programs, which
include but are not limited to budget tracking, human resources,
payroll, information technology and automation, communications (such
as telephone coverage, office e-mail, inter-office mail, and general
mail sorting and distribution), acquisitions, property, equipment,
space, logistics, paperwork, records, files publications, security,
travel, transportation, training, printing and graphics.

Determine the needs of the Office and take a lead in the procurement
process for supplies and office equipment. Fulfill responsibility
for holding and using the office's small purchase card including
tracking expenditures and invoices. Recommend and evaluate equipment
and software which may be of use to the office and is responsible
for ordering such.

As required and necessary may prepare appropriate and adequate
briefing materials for hearings and speaking engagements. Assist
other senior level officials in the coordination of schedules,
assembly of materials and participate in the logistic support of
functions.

Salary Range:  69,764.00 - 90,698.00 USD per year
