Organizational Location:  This position is located within U.S. Customs and Border Protection, Office of Air & Marine, National Air Training Center, in Oklahoma City, OK, and El Paso, TX.

Major Duties

To instruct or evaluate student pilots in advanced instrument flight techniques; to provide basic, advanced and tactical training to rated pilots in the operation of a variety of advanced military and high performance civilian aircraft; to instruct fixed or rotary wing pilots in methods of instruction and evaluate their proficiency to engage in flight instruction; to instruct and evaluate maintenance test pilots to perform special projects involving a comparable responsibility and skill; or combinations of these assignments. The incumbent will plan, schedule, implement and maintain airplane and helicopter training programs for pilots of the U.S. Customs and Border Protection, Air & Marine, gather available instructional material by coordinating with other government agencies (Federal Aviation Administration, State Aeronautical Commissions, city and county flight training facilities), commercial flight schools, and military services’ aviation schools, for the purpose of writing and maintaining a current flight training syllabus.  Incumbent will maintain student flight records and progress reports on all current and past participants in the various training programs.  Other flight instructor assignments involve training and evaluating rated pilots in methods of instruction. Incumbent will be required, in addition to flight evaluations, to monitor classroom instruction; to evaluate other instructors’ techniques and procedures; to check instructors’ training records, training them in correct evaluation and grading procedures; to formulate lesson plans and instructional material used in classrooms; and to revise methods of instruction and other training procedures in use. Incumbent will perform periodic in-flight examination of other instructors as well as evaluations of the instructors’ subject-matter knowledge. This position will require the incumbent to evaluate an organization’s performance in terms of the application of safe and accepted flight procedures, and recommend corrective action or additional training. Assignments to train and evaluate other instructors entail a marked degree of hazard. While those being trained are rated pilots, the flight evaluations include the most difficult and hazardous maneuvers and procedures.

Basic Requirements for this Position:




 






A current Federal Aviation Administration (FAA) Commercial Pilot Certification with instrument ratings.  Appropriate U.S. military ratings may be substituted.  Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable (e.g., an Airline Transport Pilot Certificate).


 






A current FAA Certified Flight Instructor Certificate with aircraft and instrument ratings.


 






A current FAA Class I Medical Certificate for initial entry or re-entry into the occupation.   A current Class II Medical Certificate is acceptable for applicants who currently occupy Customs and Border Protection Air Interdiction Agent positions.


 






A documented log reflecting a minimum of 1500 hours total flight time (100 hours of airplane and/or helicopter within the last 12 months), 75 hours instrument, 10 of which must have been in actual instrument flight conditions, 75 hours night, and 250 hours pilot-in-command.


 




NOTE:  Up to 50% of the 1500 hour total flight requirement may be waived upon verification of prior specialized skills and experiences (e.g., general military flight experience and training, complex aircraft flight instructor experience, multi-engine aircraft time, night vision device operations, imminent danger, and terrain and/or over-water operations.)




 






Instructor Flight Hours:  500 instructor flight hours, 75 of which must have been as an instrument instructor in either airplanes or helicopters. 


  




GS-13:  You qualify at the GS-13 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-12 grade level.  Examples include:  planning, scheduling and implementing aircraft training programs; maintaining flight records and flight schedules; conducting currency flights, transition training, and evaluation flights to determine pilots’ proficiency level; conducting safety and maintenance inspections.




 

 


U.S. Citizenship:  Candidates must be United States citizens and present proof of citizenship, if selected.




Residency:  If you are not currently a CBP employee, you must meet one or more of the following primary residence criteria for the last three years prior to submitting your application for employment:






a)  Resided in the United States or its protectorate or territories (excluding short trips abroad, such as vacations);




b)  Worked for the United States government as an employee overseas in a federal or military capacity; or




c)  Been a dependent of a U.S. federal or military employee serving overseas.




Exceptions may be granted to applicants if they can provide complete state-side coverage information required to make a suitability/security determination.  Examples of state-side coverage information include: the state-side address of the company headquarters where the applicant’s personnel file is located, the state-side address of the Professor in charge of the applicant’s “Study Abroad” program, the church records for the applicant’s overseas church missions, and/or the state-side addresses of anyone who worked or studied with the applicant while overseas.  Applicants must provide this information when filing their application for employment.

Background Security Investigation:  You will need to successfully complete a background investigation before you can be appointed into this position.




Flight Evaluation:  You must pass a pre-employment flight evaluation by traveling at your own expense to Oklahoma City, OK where you will be required to demonstrate your flight proficiency by successfully completing a flight evaluation and an oral interview.




 







Drug Testing:  You must submit to a drug test and receive a negative drug test result before you can be appointed into this position.  After appointment, you will be subject to random testing for illegal drug use.




 




Work Conditions:  The work requires some physical exertion, such as regular and recurring running, walking, or bending, walking or climbing ladders or scaffolds to observe, collect, or record data.  In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job.  In other situations there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.




 




The work involves regular and recurring moderate risks or discomforts which require special safety precautions, e.g., working around moving parts, carts, or machines; with contagious diseases or irritant chemicals.  The work may, on a regular and recurring basis, require working outdoors, in other such environments with extreme temperatures, and/or exposure to adverse weather conditions.  You will be required to use protective clothing or gear such as ear plugs, coats, boots, goggles, gloves, or shields to moderate risks, or to follow procedures for minimizing risk.




 




Travel:  You will be required to travel frequently.




 




Motor Vehicle Operation:  You must possess a valid automobile driver’s license at the time of appointment.
