Major Duties

Major duties and responsibilities include:
Incumbent serves as Assistant Human Resources Manager for the New York Harbor Healthcare System, which is comprised of two (2) terietary care medical centers, an extended care center, several community based outpatient clinics, and veteran counsel outreach centers, and for the VISN 3 Office.  Serves as the full alter ego for the Chief, Human Resources Management Service. Assists the Chief, Human Resources Management Service in the planning, direction, control, coordination, operation, and evaluation of the station personnel management function of the scope, variety, and quality prescribed in US Code of Federal Regulations, VA Handbooks and Directives and related policy issuance's of the Veterans Administration, and other interested agencies of the government.  In addition to the above, this also includes overall management considerations involving general administration, budgeting, manpower, and other resources utlization and involvement in community affairs for improving the public image and for establishing and maintaining effective relations with schools, professional societies, local government agencies, employee unions, minority groups, and many other interested organizations.  Keeps abreast of employee satsifaction, morale, anlayzes other workforce trends and changes in key personnel matters; and, advises top management and managers of potential future problems.  Exercises sound personnel management concepts, practices, and personnel innovations.  Particpates with members of top management in analyzing the broad implication of higher levels of authority, laws, regulations, policies, as well as technological and administrative advancement trends.  Assists in formulating and recommending personnel policies, and establishing and implementing personnel activities, techniques and methods to assure sound, meaningful, and pratical personnel administration in keeping with current and advanced concepts and objectives of personnel management.  Coordinates accomplishment of actions regarding labor relations, recruitment, placement, management-employee relations, grievances and appeals, disciplinary actions, human resources development, position classification, automation requirements, and a variety of actions related to employee services.  Supervises Human Resources Management Staff, plans and assigns work, sets priorities, advises employees on program goals and objectives and makes decisions on work problems presented by employees.  Provides staff service, advice, and guidance to all supervisory levels on personnel management principles, techniques, and on acceptable personnel practices, as well as technical advice on propriety of statutory, regulatory, and procedural requirements.  May be called on by the Department to participate in special studies, or pilot operations, or activities of agency or government-wide significance; or may be designated as a leader of a group of stations engaged in special policies or programs.  Serves as the Director's alternate liaison representative in meeting and dealing with union officials of five (5) locals.  Serves as an alternate member of the Resource Committee, Training and Development Committee, member of the EEO Committee; and, member of various committees.  Appears before other administrative clinical committees for the purposes of orienting and/or clarifying situations within the sphere of personnel administration.
