WHAT DOES A BUDGET ANALYST DO?
As an IRS Budget Analyst in one of our technical functions you'll be
a key player in formulating and/or executing your Division's entire
business plan and annual budget. You will formulate, monitor and
execute the budget for your assigned program areas, assessing
resource justifications and advising management of the financial
impact of various business decisions. You will develop options for
allocating resources among critical program areas and craft proposals
to adjust resource distribution according to unanticipated needs,
unfunded mandates, and other events during the fiscal year. You will
help prepare funding proposals for future fiscal years, focusing on
the critical needs of the agency and objectives of IRS leadership.
You will also help prepare responses to Treasury, OMB and
Congressional oversight committees.

Major Duties
Budget Analyst duties include various analytical, technical, and
administrative functions performed during one or more phases of the
budgetary process. An IRS Budget Analyst may be involved in one or
more phases of the federal budget cycle, including: Strategic
Planning where you will analyze agency needs and performance
objectives for past, present, and future fiscal years in order to
identify and apply critical budget priorities; Budget Formulation,
during which you will be involved in the coordination of resource
justifications and the formulation, development, and presentation of
the IRS' appropriation requests; and Budget Execution, which will
require you to monitor, review, and analyze operational budgets at
varying levels of detail in order to fully and accurately control
agency spending and reporting.
As an IRS CFO Budget Analyst, you will play a key role in formulating
and submitting the IRS's annual multi-billion dollar budget request
to the IRS Oversight Board, the Department of the Treasury, Office of
Management and Budget (OMB), and Congress. You will compile, review,
and consolidate budget data and justifications, while also developing
close working relationships with financial analysts across the
country. You will work with a team to prepare funding proposals for
future fiscal years, which focus on the critical needs and strategic
mission and objectives of the IRS. Specific duties include:
- Evaluate, review and develop budget estimates, performance
measurements, and justifications for new key initiatives in the IRS
budget requests to ensure reasonableness, accuracy, and conformance
with procedures and guidelines.
- Prepare guidance and instructions on developing budget requests for
the IRS financial community;
- Serve as main liaison between the CFO and the IRS financial
community for preparing and defending budget request;
- Provide information and recommendations to program managers and CFO
leadership;
- Develop and review executive briefings, presentations, and
testimonies to defend the IRS budget request;
- Work with IRS counterparts and CFO leadership to prepare responses
to Questions for the Record and other budget requests from external
agencies, including the Department of Treasury, OMB, Government
Accountability Office, and Congressional and IRS oversight committees;
- Write and defend Appropriation Language, including Administrative
Provisions;
- Coordinate and deliver financial data for External Exhibits52, 53,
54, Homeland Security, Overseas Staffing, and other agency specific
exhibits;
- Enter budget data into the IRS Integrated Financial System, the
Department of the Treasury's Budget Formulation/Execution Management
system, and OMB's MAX system; and
- Interpret OMB directives and circulars.

- Preparing preliminary budget estimates and
reviewing justifications for a few relatively
stable program and/or program support

At least one year of specialized experience
equivalent to the next lower grade level of the
normal line of progression of this position in
the Federal government. Specialized experience
is experience that is related to the work of this

of budget project assignments requiring a wide

other federal agencies, working capital funds,
trust fund accounts, and other types of funding.Qualifying education from colleges and universities in foreign
countries must be evaluated in terms of equivalency to that acquired
in U.S. colleges and universities. Applicants educated in whole or
in part in foreign countries must submit sufficient evidence,
including transcripts; to an accredited private organization for an
equivalency evaluation of course work, including grade and credit
conversion, and degree. You must provide a copy of the letter
containing the results of the equivalency evaluation as supporting

Salary Range: 48,108.00 - 90,698.00 USD per year
