The Under Secretary of Defense (Comptroller)/Chief Financial Officer is responsible for managing the largest Federal Agency budget. The Office of the Under Secretary of Defense (Comptroller) [(OUSD(C)] is responsible for ensuring the Department’s budget and financial expenditures support the national security objectives of the United States. The Under Secretary of Defense (Comptroller) serves as the principal advisor to the Secretary of Defense for budgetary and fiscal matters.



Major Duties

The incumbent will serve as the deputy director and will lead the day-to-day operations of the professional and clerical staff with responsibility for supervising, coordinating, and monitoring the accomplishment of regular and special assignments.  Provides technical guidance and instructions on the preparation and submission of budget estimates; reviews and approves for submission to the Office of Management and Budget and the Congress summary data in budget justification material; maintains close liaison with staffs of Congressional Committees to insure  that budgetary data needed by members or staff of committees are prepared and submitted in an expeditious manner; develops and maintains strong relationships with staff at the Office of Management and Budget, The Joint Staff, Military Departments, and advisors within the Office of the Secretary of Defense to resolve programmatic, budgetary and reporting conflicts.  Incumbent also advises on information systems development, integration and maintenance and the necessary requirements to support developing and execution the Department's budget.

MANDATORY TECHNICAL QUALIFICATIONS STATEMENT (not to exceed 10 pages).  A narrative format is preferred, but not required.  Provide specific examples of your experience, education and accomplishments which are applicable to the Technical Factors addressed in the vacancy announcement.

What To Expect Next:

TECHNICAL QUALIFICATIONS: (Failure to meet any one of the technical qualifications disqualifies an applicant.)

1.  Demonstrated knowledge and experience in the technical and financial evaluation of programs including budget formulation, budget execution, and reprogramming of appropriated funds for optimal use of Defense resources.

2.  Demonstrated skill in applying comprehensive knowledge of budget policy and procedures while reviewing, analyzing, and advising Defense Financial Management leaders on the progress and timeliness of compiling complex and variable Service and Defense-Wide program program/budget data.

3.  Demonstrated ability to analyze and understand complex budget and financial management issues, recommend practical solutions, and communicate effectively, both orally and in writing, on matters concerning technical and financial performance of major programs.

4.   Demonstrated ability to manage complex financial system reporting requirements and to ensure that budgetary and financial system reporting architecture supports the Department's program and reporting requirements to the Office of Management and Budget and to appropriate congressional and legislative committee staffs.


You must be a U.S. citizen to qualify for this position.

Selectee will occupy a position requiring a special background investigation leading to the granting of a security clearance.  Selectee will be required to submit to a urinalysis prior to appointment to screen for illegal drug use.
