Position Location:  HHD, 348th BSB, Cumming, GA


Position is indefinite; however, may convert to permanent without further competition. If a tenured applicant is selected, tenure will not change.


Brief Job Summary: This position is located in a Battalion (Bn) or Squadron (Sqdrn) size headquarters of the ARNG.  The purpose of the position is to function as the Officer in Charge (OIC) of the organization, representing the commander in oversight and conduct of all functions of the organization and is responsible to ensure the Commander’s policies are implemented.  Develops plans and procedures for personnel management, supply management, administration, and public relations in the command.  Provides staff planning and assistance to ensure that required personnel, administration, logistics, strength, public relations, and readiness objectives are achieved and requirements are accomplished.  Activities at this level are concerned with the mobilization readiness of military personnel in a wide variety of occupations including clerical, trades and labor, administrative, technical, and/or professional skills.


Background Check:  The applicant tentatively selected for this position may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and accession into the Georgia National Guard Federal Technician or Active Guard/Reserve program.


Military Membership: This is a Title 32, Excepted Service Dual Status Civilian Position requiring active membership in a compatible skill in the Georgia National Guard as a condition of employment.  Wear of the military uniform is mandatory; Acceptance of this position constitutes agreement with these conditions.



Major Duties

The below list of duties is not comprehensive and only provides a snapshot of those duties required of this position:


Plan and assign work to be accomplished through subordinates engaged in a variety of occupations. 

Make assignments based on priorities, degree of difficulty, and requirements of the assignment.  Prepare requests for filling vacancies to meet workload requirements. 

Participate in the selection of subordinates from lists of eligible applicants.

Review and/or recommends appointment, promotion or reassignment of employees. 

Establish and/or approve performance standards. 

Monitor and evaluate employee performance. 

Recommend recognition for outstanding performance. 

Initiate or recommend corrective actions for sub-standard performance.

Assist employees in reaching performance goals. 

Inform subordinates of agency policies and programs. 

Hear complaints and grievances from employees. 

Resolve problems informally and/or makes recommendations for resolution to appropriate officials. 

Identify developmental and training needs of employees and provides or procures training. 

Approve and/or disapprove leave requests.

Promote acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women’s Program, Labor Management Relations, and other similar special emphasis programs. 

Maintain an effective position management program.

Assure position descriptions are accurate and positions are operating as intended.

Conduct review of command policies, activities and programs to ensure subordinate units are effectively and efficiently progressing toward the desired readiness status. 

Assist in creating and/or changing command policies and procedures. 

Develop instructions for implementation by staff sections, technicians and subordinate elements. 

Keep abreast with new policy statements, regulations and directives issued by higher headquarters. 

Supervise and coordinate the activities of each full time staff section of the headquarters and subordinate units. 

Review and finalize studies relating to reorganization, relocation of units, personnel practices etc. 

Provide guidance and assistance to ensure command programs have been implemented and evaluate their effectiveness in subordinate elements.

Develop, implement and evaluate the administrative, personnel and supply policy for the battalion. 

Is the primary advisor for the command in the areas of legal, medical, and personnel actions. 

Provide technical assistance and guidance to unit level administrative and logistical personnel. 

Provide oversight for and consolidates unit level feeder reports. 

Analyze and/or prepares the personnel reporting areas of the battalion/squadron level organizational readiness report. 

Review legal documentation and provides recommendations for appropriate actions and/or forwarding to higher headquarters. 

Ensure the development and execution of the command level guidance for implementation of the Enlisted Promotion Management System (EPMS). 

Ensure the timely completion of military personnel evaluation reports. 

Provide assistance and guidance in the preparation of officer promotion packets for required board actions. 

Ensure the planning and coordination of health service support  (i.e. Annual medical certification, vaccinations, physicals, profiles, medical review boards, etc) for the command. 

Assist in the preparation for and executes command level inspections in the area of personnel and administration.

Ensure compliance with the Command Supply Discipline Program and Command Maintenance Discipline Program. 

Assist in the preparation for and executes additional command level inspections in the area of logistics and maintenance. 

Execute and/or oversee the duties of the Property Book Officer (PBO). 

Analyze and/or prepare the logistics and equipment readiness areas of the battalion/squadron level organizational readiness report. 

Advise the commander of equipment on hand and equipment readiness issues. 

Direct the maintenance priority of support for unit equipment. 

Review, analyze, and provide recommendations relative to proposed MTOE and/or force structure changes to determine the impact on personnel and equipment authorizations.

Provide guidance and funds management for all decentralized logistic funds.  These may include secondary stock funds, office supply accounts, transportation funding, and various classes of supply. 

Serve as the approving official for IMPAC expenditures.

Coordinate and assist in developing plans for recruiting and retention within the command. 

Analyze the personnel portion of the organizational readiness report to determine critical needs and priorities for the strength management program. 

Provide guidance to staff officers, commanders and full time employees in policy and procedure changes concerning areas of strength management. 

Manage and report information in regards to personnel accessions, retention, participation, and attrition. 

Develop and institute the officer and warrant officer accession plan to include state and federal officer and warrant officer commissioning programs, direct commission, interstate transfers, and other component transfers. 

Act as a liaison with the Reserve Officer Training Corps. 

Provide oversight of the completion of initial entry training. 

Serve as the liaison between state and unit level recruiting efforts/teams.

Keep abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning administrative, supply and personnel activities. 

Provide guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements.

Make day-to-day decisions for the commander in the areas of personnel and equipment assignments. 

Investigate and recommend, as directed, appropriate action on incidents such as property loss or complaints involving the units or assigned members. 

Coordinate and ensure the completion of line of duty (LOD) investigations, reports of survey, change of command inventories etc. 

May be required to represent the National Guard and the Commander in the community. 

Provide support for community activities such as parades, celebrations, military funerals, etc.

Coordinate with civic organizations and school officials for such things as communities support projects, natural disaster or civil disturbance planning. 

Monitor the use of facilities for military and recruiting in conjunction with community activities. 

Coordinate the security of the facilities. 

Submit to local news media, articles, stories, announcements or advertisements designed to make the public aware of the National Guard and their role in the community and in national defense.

Review reports and plans pertaining to the overall organization’s mobilization readiness. 

May supervise the execution of the mobilization of individuals or sub elements of the command for the purpose of state or federal missions. 

Review the organization’s unit readiness report. 

Ensure the National Guard armories and other facilities in the command are properly utilized and cared for. 

Arrange with state ARNG officials for repair, upkeep, and custodial services for the facilities. 

Ensure the proper security measures are established and followed.  Initiates rental agreements and receives and accounts for monies received for rental of the headquarters armory. 

Audit and review armory accounts of subordinate armories.

Performs other duties as assigned.
