Major Duties

The incumbent independently conducts complete complex projects on mini and/or large scale digital computers in support of analysis and evaluation of various aircraft and aircraft related ground systems.  Develops alternative approaches to unconventional design of test and evaluation techniques, evaluates and recommends that which will provide the optimum solution balancing the specific needs of the project with economic constraints.  The incumbent is assigned the responsibility of development, test and evaluation of integrated aircraft systems, programs, hardware and software and adapting advanced methods and techniques to solve complex and highly demanding computer processing requirements integral to the mission of the organization to which assigned.  This position requires the ability to grasp and/or understand technical skills related to the test and evaluation of installed/integrated mission systems and avionics, at the Mission Systems level, for Rotary/Fixed wing ASW platforms   Provides input to the teams for technical determination of installed mission system performance and operational suitability for fleet implementation.  Interacts with military air crew to plan and execute tests and to determine operational impact of the technical results obtained.

All applicants must meet the basic requirement as described below.  In addition, applicants must demonstrate possession of one year of specialized experience equivalent to at least the next lower grade level as described below.

BASIC REQUIREMENT FOR ELECTRICAL ENGINEER, COMPUTER ENGINEER AND ELECTRONICS ENGINEER:

A.  A bachelor’s or higher degree in professional engineering (not engineering technology).  To be acceptable, the curriculum must either:

1.  Be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum, or

2.  Include courses in differential and integral calculus, and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering or physics:  (a) statics or dynamics, (b) strength of materials (stress-strain relationships), (c) fluid mechanics or hydraulics, (d) thermodynamics, (e) electrical fields and circuits, (f) nature and properties of materials (relating particle and aggregate structure to properties), and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B.  Alternate Requirement: Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both technical and practical, of the engineering sciences and techniques and their application to one of the branches of engineering.  The adequacy of such background must be demonstrated by one of the following:

1.  Professional registration: Current registration as a professional engineer by any State, Guam, Puerto Rico, or the District of Columbia.  Absent other means of qualifying for engineering positions, those candidates who achieved such registration by means other than written test (for example, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.  For example, a candidate who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be eligible only for manufacturing positions.

2.  Written test: Evidence of having passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, District of Columbia, Puerto Rico, and Guam.

Candidates who pass the EIT examination and complete all the requirements for a bachelor's degree in engineering technology (BET) that (a) included 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering as listed in the basic requirements; or (b) was in an accredited college, or in a program accredited by the Accreditation Board for Engineering and Technology (ABET), may be eligible for certain engineering positions at GS-5.  Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program.  Positions covered by the minimum educational requirement, which involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science are excluded.

Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least one year of additional education or highly technical work experience of such nature as to provide reasonable assurance of possession of the knowledge, skills, and abilities required for professional engineering competence.  The adequacy of this background must be demonstrated by passing the EIT examination.

3.  Specified academic courses: Successful completion in an accredited college or university of at least 60 semester hours of courses acceptable for credit toward a BS in professional engineering, in the physical, mathematical, and engineering sciences.  These must have included the courses specified in the basic requirement above.

4.  Related curriculum: Successful completion in an accredited college of a related curriculum leading to a bachelor's or higher degree in engineering technology or in an appropriate professional field, for example, physics, chemistry, architecture, computer science (not computer programming), mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided you have at least 1 year of professional engineering experience which was acquired under professional engineering supervision and guidance.

BASIC REQUIREMENT FOR COMPUTER SCIENTIST, GS-1550:  Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree which included 30 semester hours in a combination of mathematics, statistics, and computer science.  At least 15 of the 30 semester hours must have been in any combination of statistics and mathematics that included differential and integral calculus. 

NOTE:  IN ORDER TO RECEIVE CONSIDERATION, YOU MUST DOCUMENT BY LISTING COMPLETED COURSE WORK TO INCLUDE COURSE NAME, NUMBER OF SEMESTER OR QUARTERS HOURS COMPLETED FOR THE COURSE WHICH SUPPORTS THE BASIC REQUIREMENT OF 30 SEMESTER HOURS IN A COMBINATION OF MATHEMATICS, STATISTICS, AND COMPUTER SCIENCE.  AT LEAST 15 OF THE 30 SEMESTER HOURS MUST HAVE BEEN IN ANY COMBINATION OF STATISTICS AND MATHEMATICS THAT INCLUDED DIFFERENTIAL AND INTEGRAL CALCULUS.  ONLY LIST ALL COURSE WORK WHICH SUPPORTS THE BASIC REQUIREMENT.  YOU MAY DOCUMENT COURSE WORK IN section 5 – Other Work Related History, under the ‘Professional Training and Education’ section of your online resume.

SPECIALIZED EXPERIENCE: One year of professional engineering experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the work of this position.   Examples of specialized experience would include professional engineering/computer science experience in broad knowledge of Test and Evaluation (T&E) techniques, concepts, principles, and practices related to state-of-the-art developments in all aspects of mission systems computer/software integration.

FOREIGN EDUCATION:  Education obtained from a foreign school must have been determined to be comparable to that gained from an accredited school in the United States.  In order for foreign education to be credited, applicants must provide the following in the "Other Information" section of the resume: A)Name of the accredited U.S. institution that evaluated the education and date it was evaluated, and B) the degree / major / number of semester hours (list all that apply) to which the education was determined equivalent.  Education obtained from a foreign school for which the above information is not provided will NOT be credited.
