Incumbent serves as the Administrative Officer for any one of the Counsel Area Offices and all other Counsel field offices in that geographical area and typically provides analytical and staff expertise in connection with both financial and human resources. These duties also include responsibility for management analysis, personnel management, budget and financial management within his/her post area and those geographical locations served by the Area Counsel. Additionally, he/she will be responsible for managing and overseeing a subordinate staff assigned to the Post of Duty.
This is a Non-Bargaining Unit Position.
Moving Expenses Are Not Authorized.
1-5 Nights of Travel Per Month May Be Required.
Major Duties
Serves as the area budget expert, responsible for formulating and presenting the area’s budget submissions, establishing the F&M Area Manager’s budgetary and accounting systems, and analyzing and making recommendations to the area manager as to budget request items submittedServes as the staff advisor on all aspects of the Area’s personnel and human resources program. Manages all activities in space and facilities program Area-wide. Plans and conducts studies to evaluate and recommend changes in F&M Area organizational structures, positions and manpower utilization and coordinates all personnel programs and policies with the National Office, and Area-wide Shared Service Office (AWSS).Supervises subordinate employees working in the functional area of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration and management information/automation. Expert knowledge of analytical and evaluative methods and procedures to analyze broad and complex management and administrative problems and makes judgments about them. Manages the implementation of the management of property and supplies, communications, space, library, records, reproduction services and all activities pertaining to the housing and servicing of the Counsel Area Office and all other Counsel field offices. Advises the Area Manager on complex and sensitive issues in the staffing, classification, awards, and employee relations and EEO programs.Manages and evaluates the design of the telephone systems, and analyzes and monitors the usage of LEXIS, WESTLAW legal research systems. Develops and maintains proper liaison with key officials of both Counsel and IRS administrative operations. Ability to establish and maintain personal contacts and working relationships with executives and specialists in many diverse organizations.
