effectively implement the Office of Environmental Management (EM)

Reimbursement of standard relocation expenses for permanent change
of station (PCS) may be paid in accordance with applicable Federal
Travel Regulations (FTR). Determinations regarding PCS entitlements
will be made at the time a request is received to fill a specific
vacancy.
Major Duties
The U.S. Department of Energy, Office of Environmental Management,
Portsmouth/Paducah Proect Office (PPPO)is seeking a highly motivated
individual to provide expert level solicitation, negotiation, award,
oversight and administration of complex contracts with unique
incentive structures. The incumbent serves as point of contact and
Contracting Officer for PPPO and client site contracts, and assists
PPPO and client sites on other acquisitions; plans, negotiates,
and/or administers complex procurements of goods, systems or
services; develops and/or reviews complex contractual pricing
arrangements and incentives; serves as a recognized expert on
contract and procurement matters; performs in-depth analysis of
requirements for contractor-provided products and services, and the
types of contract mechanisms suited for supporting PPPO activities;
advises the Manager, contracting functional leader, and other senior
PPPO and client site management on long-range procurement
strategies; provides guidance in preparing procurement plan
documents supporting specific Source Evaluation Board activities,
and provides PPPPO procurement policy and procedural
guidance to PPPO principal program areas; provides periodic
briefings and written reports on the status, issues, and progress of
the procurement process.

Qualifications
The basic qualifications for GS-1102-13 and above are:
A. Completion of all mandatory training prescribed by the head of
the agency for progression to GS-13 or higher level contracting
positions, including at least 4-years experience in contracting or
related positions. At least 1 year of that experience must have been
specialized experience at or equivalent to work at the next lower
level of the position, and must have provided the knowledge, skills,
and abilities to perform successfully the work of the position. AND
B. A 4-year course of study leading to a bachelor's degree that
included or was supplemented by at least 24 semester hours in any
combination of the following fields: accounting, business, finance,
law, contracts, purchasing, economics, industrial management,
marketing, quantitative methods, or organization and management.
C. Exceptions (GS-1102-13 and above): Employees in GS-1102 positions
will be considered to have met the standard for positions they
occupied on January 1, 2000. This also applies to positions at the
same grade in the same agency or other agencies if the specialized
experience requirements are met. However, they will have to meet
the basic requirements and specialized experience requirements in
order to qualify for promotion to a higher grade, unless granted a
waiver as outlined in the OPM qualification standards. However, for
these recruitment purposes, waivers are not the norm, and use of
this authority will be limited or not applicable.
Specialized Experience: IN ADDITION to the education (basic)
requirements for this position (as described), your work experience
must include at least 1 year of specialized experience at the next
lower grade level (or equivalent) directly related to the position
being filled, and which has equipped the applicant with the
particular knowledge, skills and abilities needed in order to
successfully perform the duties of the position. This experience
must consist of a full range of contract award and administration
responsibilities including, negotiation of contract modifications,
authorization of payments, approval of subcontracts, approval of fee
determinations, development and implementation of unique terms and
conditions having significant impact, including setting precedent
for future acquisitions.
