Major Duties

Organization:  This position is located in the office of the Assistant Secretary for Health Affairs (OHA), Department of Homeland Security's principal authority for all medical and public health matters.  Working across local, state, federal, tribal and territorial governments and with the private sector, the Office leads DHS' role in the establishment of scientifically rigorous, intelligence-based medical and bio-defense architecture that ensures the health and medical security of our nation.

Primary Purpose:  The primary purpose of this position is receiving and analyzing a wide range of information inquiries, papers and correspondence submitted to the Assistant Secretary and ensuring the quality and appropriate coordination and clearance of responses and materials prepared for requestors.

Specific Duties:·         Writes, edits, and prepares final correspondence, briefing materials and other documents for the Assistant Secretary on a wide variety of policy related issues and requests for information on Homeland Security programs. ·         Prepares or coordinates the scheduling and preparation of briefing material for appointments, conferences, etc.; collecting, maintaining, controlling, retrieving, and disseminating policy correspondence and documents applicable to the information needs of the principals; researching, preparing and editing various informational materials for the Assistant Secretary.  ·         Maintains effective, productive relationships with administrative and secretarial staffs of other offices to ensure requests for information are assigned and routed to the appropriate officials for review, tracking, and timely responses.·         Composes speeches articulating, interpreting, delineating, explaining, verifying, and defending highly complex, potentially controversial, important agency policies, programs, and activities.  ·         Serves as the focal point for receiving, analyzing, and developing responses to Freedom of Information Act (FOIA) requests. Makes determinations on validity of requests.  ·         Serves as the principal liaison with the National Archives and Records Administration and develops schedules, manages records dispositions and accessions for the office, and enforces records management policies, standards, procedures, and practices to ensure effective information resource management. ·         Implements on-going records management practices and ensures compliance with Federal laws and regulations; writes, reviews, and revises life cycle management policies, procedures, and standards to ensure adequate management of Federal records.

Specialized Experience:

Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.  Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. For this position, specialized experience is experience writing, editing, tracking, and preparing final correspondence; experience managing records dispositions and accessions and enforcing records management policies, standards, procedures and practices; and receiving, analyzing, and developing responses to Freedom of Information Act (FOIA) requests.


Special Requirements:

You must be a U.S. citizen to qualify for this position.

Time-In-Grade Requirements:   Status applicants must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

Background Investigation. This position is a noncritical-sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a Top Secret clearance as a condition of placement/retention in the position.
