The Undersecretary of Defense for Acquisition, Technology and Logistics USD/AT&L, is established by Title 10 of the United States Code. The USD/AT&L is the principal staff assistant and advisor to the Secretary of Defense for all matters relating to the DoD Acquisition System; research and development; production; logistics; command, control, communications, and intelligence activities related to acquisition, military construction and procurement.

Major Duties

The Director, Systems and Software Engineering is the focal point with the Office of the Deputy Under Secretary of Defense (Acquisition and Technology) for systems engineering policy and guidance, developmental test and evaluation policy and guidance, program assessments and support, and weapons systems software and systems assurance policy.  The incumbent establishes, revises, and monitors the implementation of DoD policies for test and evaluation and systems engineering including technical risk management; design for manufacturing and production; quality; reliability and maintainability; software engineering; modeling and simulation; and acquisition logistics, value engineering, and other related disciplines for both hardware and software.  The incumbent assesses the adequacy of planning, budgeting, and implementation of systems and software engineering, systems assessments, and test and evaluation for selected Defense Acquisition Board programs.  The incumbent oversees the Open Systems Joint Task Force and integrates their activities within the Department's technical management and systems engineering infrastructure.

TECHNICAL QUALIFICATIONS: (Failure to meet any one of the technical qualifications disqualifies an applicant.)

1.  Extensive knowledge across a broad spectrum of systems engineering and technical disciplines to include one or more of the following:  technical risk management; design for manufacturing and production; producibility; quality; reliability and maintainability; test and evaluation; software engineering; system assurance; and configuration and data management.

2.  Ability to translate national security objectives and implement defense guidance into a strategic vision, mission, and concept of operations for impacting engineering and technical investment strategy, in order to meet systems engineering requirements.

3.  Demonstrated ability to conduct comprehensive systems and software engineering assessments, and extensive knowledge of assessment and evaluation methods as they apply to the management of design, development, and production processes for large, complex programs.

4.  Demonstrated ability in systems of systems and enterprise engineering; architecting for interoperability and interdependencies across portfolios of systems and capabilities; and technical support to strategic risk assessments.

THIS IS A CRITICAL ACQUISITION POSITION.

Acquisition Position Program Area:  Systems Planning, Research, Development, and Engineering

Acquisition Career Level III is required for this position.

CRITICAL ACQUISITION - ESSENTIAL:  The selectee must meet, or have waived, the education, training, and experience requirements for Acquisition Corps admission as specified in 10 U.S.C. 1732: (1) A baccalaureate degree from an accredited educational institution; or in lieu of education, an Acquisition Career Program Board Certification; (2) Twenty-four (24) semester credit hours (or equivalent) from among the following disciplines:  accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management; OR 12 semester credit hours (or equivalent) in the above acquisition-related subjects and 24 semester credit hours in the individual's career field; (3) at least 4 years experience in an acquisition position.  In addition, the selectee must sign a 3-year written agreement to remain in the Federal service.

Specialized Education:
A bachelor's degree in professional engineering or a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

You must be a U.S. citizen to qualify for this position.

Selectee will occupy a position requiring a special background investigation leading to the granting of a security clearance.  Selectee will be required to submit to a urinalysis prior to appointment to screen for illegal drug use.

After appointment, you will be subject to random testing for illegal drug use.
