This position is located in Office of Air and Radiation, Office of
Atmospheric Programs, Climate Protection Partnership Division,
Energy Supply & Industry Branch,located in Washington, DC. CPPD is
responsible for a complex set of programs aimed at protecting the
earth's climate systems and air quality. The Division is
responsible for among other things, analysis of effectiveness of
technologies to reduce greenhouse gases and other pollution, using
market enhancing mechanisms to spur greater adoption of key
technologies, and providing technical assistance and recognition to
industry as they implement greenhouse gas reducing efforts. These
programs have formed the cornerstone of federal action plans to
reduce greenhouse gases and mitigate the risk of climate change,
including President Bush's Climate Strategy that was announced in
February 2002.
The incumbent serves as an expert analyst with mastery of program
related Federal, State, and local laws and regulations,
documentation and reporting requirements, and lawmaking/rulemaking
processes. Resolves problems of major significance to EPA
programs. Examples of work at this level include evaluating the
effectiveness of major environmental programs, analyzing and
recommending program changes; developing significant improvements in
guidelines, policies, procedures, and techniques;
proposing/reviewing legislation with respect to EPA's program goals
and objectives; and/or negotiating with top-ranking officials of EPA
Headquarters and the Regions to resolve different viewpoints and
gain cooperation. Work is typically complex and difficult,
characterized by limited precedents and controversial problems.
Major Duties
- Serves as an outreach coordinator and technical expert.
- Develops and implements strategy to address the barriers
preventing more Widespread use of clean energy in the United States.
- Performs and leads analysis of energy market conditions and
develops approaches for supporting air permitting flexibility
relating to efficient energy production.
- Collects information concerning Combined Heat and Power (CHP)
market conditions and possible state policy approaches to advance
cleaner energy generation.
- Performs a variety of duties involving the management,
coordination, monitoring, oversight, and evaluation of projects.
- Coordinates contract work and task assignments, grants and IAG's.
Incumbent is knowledgeable of government contracts, grants and IAG
rules and regulations to ensure proper compliance and attainment of
program goals. Monitors budget and performance of work assignments.
- Represents agency and division at conferences and meetings
internally as well as externally.

Applicants must have general and/or specialized experience and/or

A. EXPERIENCE REQUIREMENTS: At least one year of specialized
experience comparable in difficulty and responsibility to the GS-12
level in the federal government. Specialized experience is that
which has equipped the applicant with the experience to successfully
perform the duties of this position. Examples of specialized
experience are:
-- Skill in applying analytical and evaluation methods and
techniques to issues or studies concerning the feasibility,
practicality, effectiveness and/or benefits of programs promoting
the increased use of energy-efficient technologies.
-- Experience in planning, developing, reviewing and/or evaluating
the technical aspects of developing and implementing energy
efficiency program.
-- Knowledge of energy-efficient equipment, appliance and products.
The occupational questionnaire is designed to assess your ability to
demonstrate the following knowledge, skill and
abilities/competencies:
- Knowledge and skill in applying analytical and evaluation methods
and techniques to issues or studies concerning the feasibility,
practicality, effectiveness and benefits of programs promoting the
increased use of energy-efficient technologies. Knowledge of energy-
efficient equipment, appliances and products is required.
- Ability to plan, develop, review, and evaluate technical aspects
of developing and implementing energy efficient programs. Ability
to develop specific guidance policies and documents, incorporating
technical and policy matters into appropriate formats for a wide
range of audiences.
MANDATORY (SELECTIVE PLACEMENT) FACTORS: In addition to the
education and experience requirements described above, you must also
possess the following knowledge, skills, or abilities to qualify for
this position:
- Experience evaluating and managing energy efficiency and CHP
technologies and programs.
The person selected for this position is subject to a favorable pre-
appointment background investigation and must successfully pass a
(full field or limited) background investigation.
The selectee will be required to complete a confidential Financial
Disclosure Form, OGE Form 450, prior to entering on duty and
annually thereafter.
