This position is located in the U.S. Department of labor (DOL),
Employment Standards Administration, Office of Federal Contract
Compliance Programs (OFCCP), San Jose District Office, San Jose,
California.
OFCCP enforces the Executive Order 11246, as amended; Section 503 of
the Rehabilitation Act of 1973, as amended and the affirmative
action provisions (Section 4212) of the Vietnam Era Veterans'
Readjustment Assistance Act, as amended. Taken together, these laws
ban discrimination and require Federal contractors and
subcontractors to take affirmative action to ensure that all
individuals have an equal opportunity for employment, without regard
to race, color, religion, sex, national origin, disability or status
as a Vietnam era or special disabled veteran.
This position has promotion potential to the grade of GS-12.

Major Duties
At the full performance level, the incumbent independently or as a
team member in larger, more complex cases -- plans, conducts and
reports on the full range of compliance reviews of
federalcontractors' compliance with equal employment opportunity
laws, regulations, practices, and procedures. Conducts onsite fact-
finding and makes detailed analysis of all relevant factors
affectingequal employment opportunity in contractor establishments.
Also conducts complaint investigations, desk audits, and off-site
audits of contractor firm. By reviewing previous compliance review
reports,employment discrimination complaints, affirmative actions
plans, and support data, Evaluates personnel procedures and results
to determine whether they are nondiscriminatory and whether
goodfaith efforts have been made to implement contractors'
affirmative action plans. As necessary, identifies and defines scope
and effect of discriminatory practices, failure to develop or make
goodfaith efforts to implement affirmative actions plans, and other
non-compliance issues. Provides technical assistance in developing
acceptable affirmative action programs to contractors as a result
ofcompliance review or complaint investigation. Establishes and
maintains contacts with minority, women's, handicapped, and Vietnam-
Era Veterans' interest groups, community organizations, jobtraining
and development organizations, trade, and business organizations in
the labor area to obtain information on employment trends, equal
opportunity issues and problems, and the extent of, orresources for
improving, contractors' compliance with equal employment opportunity
regulations.

What To Expect Next:
Applicants will be scored on a scale of 70 to 100. Based on your
answers to the Vacancy Specific Questions, an automated scoring
system will be used to rate and rank your applications. Your self-

Qualifications
Applicants must meet qualification, legal, and regulatory
requirements for the position within 30 calendar days after the
closing date of this vacancy announcement to be eligible for
selection to this position.SPANISH AND ENGLISH LANGUAGE FLUENCY REQUIRED - This position
requires fluency in both the English and Spanish languages;
applicants must document their ability to read, write and speak the
Spanish language on their resume. Applicants who meet all
qualification requirements must satisfactorily complete an interview
to demonstrate their language proficiency in order to be considered
for appointment.
For GS-7: Applicants must have one (1) year of specialized
experience equivalent to at least GS-5 level or one (1) full year of
graduate level education or superior academic achievement.
Superior Academic Achievement is based on (1) class standing, (2)
grade-point average, or (3) honor society membership.
(1) Class standing--Applicants must be in the upper third of the
graduating class in the college, university, or major subdivision,
such as the College of Liberal Arts or the School of Business
Administration, based on completed courses.
(2) Grade-point average (G.P.A.)--Applicants must have a grade-
point average of: a. 3.0 or higher out of a possible 4.0 ("B" or
better) as recorded on their official transcript, or as computed
based on 4 years of education, or as computed based on courses
completed during the final 2 years of the curriculum; or b.
3.5 or higher out of a possible 4.0 ("B+" or better) based on the
average of the required courses completed in the major field or the
required courses in the major field completed during the final 2
years of the curriculum.
(3) Election to membership in a national scholastic honor society--
Applicants can be considered eligible based on membership in one of
the national scholastic honor societies listed in the Association of
College Honor Societies: Booklet of Information (1992-95) and/or
Baird's Manual of American College Fraternities (1991). Membership
in a freshman honor society cannot be used to meet the requirements
of this provision.
For GS-9: Applicants must have one (1) year of
specialized experience equivalent to at least GS-7 or master's or
equivalent graduate degree or 2 full years of progressively higher
level graduate education leading to such a degree or LL.B. or J.D.,
if related.
For GS-11: Applicants must have one year of specialized
experience equivalent to at least GS-9, or a Ph.D. or equivalent
doctoral degree or 3 full years of progressively higher level
graduate education leading to such a degree or LL.M., if related.
Specialized Experience is experience which is in or directly related
to the position to be filled and which has equipped the candidate
with the particular knowledge, skills, and abilities to successfully
perform the duties of position. Applicants must possess: (1)
knowledge of the concepts, principles, and methods involved in
business and employment systems and programs including
affirmativeaction programs; and (2) investigative and analysis
techniques to conduct compliance reviews and develop evidence to
support analysis.
To qualify based on work experience, applicants must have one
year of specialized experience equivalent to at least the next lower
grade level, GS-5 experience for the GS-7 level, GS-7 experience for
GS-9 level, GS-9 experience for the GS-11 level, in the Federal
Service.
Equivalent combinations of education and experience are qualifying
for all grade levels for which both education and experience are
acceptable.

college or university, if using education to qualify for this
position. Graduate Education: To be creditable, the education must
have been completed at an accredited college or university (or law
