This position is for a Project Manager working under the guidance of
the IIP Division Chief located in the Applications Development and
Database Services Office, Office of Information Technology,
International Information Programs/ Bureau of Educational and
Cultural Affairs (IIP-ECA/IT/AP). IIP-ECA/IT/AP is responsible for
(1) managing the development and implementation of customized
software developed to support each Bureau's mission for Public
Diplomacy; (2) maintaining the project schedule, developing project
status reports, presentations, and summary briefings, etc.; (3)
advising IIP-ECA/IT, Bureau and Department managers on technical,
operational and administrative matters related to IIP-ECA/IT's
software and its development, enhancement, security, and maintenance,
(4) keeping management informed of project status and issues that
arise in a timely manner; providing weekly updates on project status;
identifying risks, issues and problems; and working with the Division
Chief to resolve them; (5) following IIP-ECA/IT/AP Software
Development processes and Department of State rules and regulations
for software development cited in the Foreign Affairs Manual (FAM)
Section 5 FAM 610 Developing and Managing IT Systems and 5 FAM 620
Managing State Projects; and (6) following Federal guidelines,
practices, and principles for managing IT investments. AP's software
development activities follow the software development life cycle for
application development.


This position is also being announced through Merit Promotion
procedures under Announcement #IIP-2008-0044. Candidates who wish

Major Duties

Leads teams and collaborates with colleagues during the full
lifecycle of systems development, including development of clear
requirements, technical design, peer reviews, security checks,
documentation preparation, testing, and ongoing support. Identifies
desirable enhancements, or deficiencies, associated with assigned
projects. Assesses and ensures the quality of the software delivery
as it relates to system design requirements, the customer's
satisfaction with the results, the timeliness of the project's
completion, the resources expended, and compliance with IIP-ECA/IT
program goals, technical standards, and operating procedures.

Consults with PD managers and staff during the development of new
software projects to ensure that the specific project features
planned for operations will meet user requirements. Collaborates
with program sponsors in planning and formulating the specifics of
the group's software and database projects, including priorities,
requirements, and timelines. Resolves technical, policy, and
programmatic issues and reviews final work products against the
project's objectives. Prepares instructional materials on
specialized technical issues, new software, user guidance, and
training materials.

Advises AP and Bureau officials on technical, operational, customer
relationship, and administrative matters. Provides input into reviews
of existing and/or proposed IIP-ECA/IT or Departmental IT policies,
procedures, etc. related to IT programs, operations, or on new
technical developments in IT. Assesses and advises regarding
the impact that new technology, policies or procedures may have on
the economy and efficiency of IT programs and operations.

Represents AP or IIP-ECA/IT in conferences with Department officials
or professional organizations on matters related to IT programs or
AP projects. Maintains contacts with members of professional
organizations to keep abreast of developments, trends and new
techniques in software development and related technologies.

In addition, this position requires the


following additional specialized experience:







-Expert knowledge of practices of project management, IT systems


development and life cycles in order to develop plans and schedules


and ensure timely completion of assigned IT projects.


-Strong oral and written communication skills in order to produce


both analytical and narrative reports to participants in meetings, to


represent the interests of IIP-ECA/IT/AP and to prepare and present


briefings to senior managers on complex IT matters.
