Assist the Aircraft Maintenance Division Chief by assuming functional control and responsibility for the successful management of flightline operations.  Establishes deadlines, priorities, work sequence plans, and week-to-week or month-to-month assignments and schedules.  Exercise functional control over aircraft maintenance and repair often requiring coordination and/or direction for the shifting of resources between branches.  Investigates work related problems such as excessive costs or low productivity and determines causes.  Apply Equal Employment Opportunity (EEO)/Equal Opportunity Treatment (EOT) principles and requirements to all management decisions.  Coordinates with Operations activities, Supply Component Maintenance Division, etc, to establish maintenance support requirements.  Identifies trends (positive or negative) that could affect meeting repair schedules and directs actions to increase impact of positive trends and solve/resolve negative trends or problems.  Reviews and evaluates reports, technical order changes and other written material. Performs Red X inspection certification duties.  Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.  Enforces safe operations during ground handling and in-shop work operations.  Established and maintains good working relationships.  Creates an atmosphere of partnership with customers properly reflecting AMO policies and procedures.

Exercise second-level supervisory authority over the Sortie Support Branch which contains Inspections Docks, Tool Rooms, Fuels maintenance, Egress maintenance, and Post Dock functions and provides scheduled and unscheduled maintenance of aircraft.  Responsible for maintaining accurate aircraft status.  Supervises work directly to accomplish the work of a segment or group of the organization.  Determines the number and type of workers needed to accomplish specific tasks.  Re-directs individual workers and resources to accomplish unanticipated work.  Plan on a quarterly or longer basis the overall use of personnel and other resources in two or more separate organizational segments or groups controlled through one or more levels of supervision.  Supervises scheduled Periodic and ISO inspections, special inspections, repair, and maintenance operations for five different types of aircraft, each aircraft flying a different training syllabus.  Enforce strict adherence to technical data and management procedures.  Ensures all subordinate supervisors understand the importance of using current technical data and advocates the use of the Technical Order (TO) improvement program.  Monitors the status of non-mission capable (NMC) aircraft and MICAP conditions.  Oversees that deferred maintenance, back-ordered parts, and materiel deficiencies reporting are properly managed.  Ensure compliance with Air Force 91 series safety directives, appropriate Air Force occupational safety and health standards (AFOSH STD), and applicable industrial safety publications.  Perform Red X inspection certification duties.  Performs inspections on essential procedures to assure correct maintenance actions were completed. Assigns and explains work requirements and operating instructions to subordinate supervisors and sets deadlines and establishes the sequence of work operations to be followed. Plans on a quarterly or longer basis the overall use of personnel and other resources in two or more separate organizational segments or groups controlled through one or more levels of supervision.  Position works in a fast paced aircraft maintenance environment with a goal of repairing aircraft within 2 ½ hours to no more than a few days. Enforce strict adherence to technical data and management procedures.  Ensures all subordinate supervisors understand the importance of using current technical data and advocates the use of the Technical Order (TO) improvement program.  Monitor the status of non-mission capable (NMC) aircraft and MICAP conditions.  Oversees that deferred maintenance, back-ordered parts, and materiel deficiencies reporting are properly managed. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:








Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised.

Knowledge in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment.




Knowledge of the makeup, operation, and installation of a variety of aircraft systems, assemblies, and components.




Knowledge in troubleshooting, inspecting and/or tracing hard-to-locate defects or problems.




Knowledge and ability to perform flightline expediter and Production Supervisor duties.




Ability to communicate effectively, both orally and in writing.




Ability to read and interpret blueprints, diagrams, sketches, and technical specifications.




Ability to plan and organize work assignments to include determines resources required to accomplish mission.




Ability to implement sound personnel policies, practices, and procedures.




Knowledge of Red X inspection procedures for assigned aircraft and the ability to evaluate work, which has placed aircraft in Red X status.




Knowledge and ability to evaluate and correct CAMS and forms documentation errors of personnel directly under leadership.




Ability to make critical decisions responding to crises and weather changes when required.  Ability to lead, motivate, and instruct others in the skill of the aircraft maintenance trade.


QUALIFICATION REQUIREMENTS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C; (e.g. WG-8800 Aircraft Overhaul Family, dated May 1969).  Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which they are applying.  Qualification requirements emphasis is on the quality of experience, not necessarily the length of time




PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.





ADDITIONAL CONDITIONS OF EMPLOYMENT:






Employee is subject to random drug testing.


Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.


Shift work, rotating shifts, uncommon tour duty and emergency overtime may be required.


May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.


This position requires a pre-employment physical.


Work may require the employee to drive a motor vehicle.  An appropriate, valid driver's license may be required for the position.


Work is performed in hangar areas, outdoors, inside, in parked aircraft, and sometime in high noise areas.


Employee may be required to obtain an appropriate security clearance.


Requires physical ability to work and inspect in cramped positions, climb maintenance stands and work at heights up to 70 feet. 


Cannot be color blind to colors used for runway operations (red, green and white).


May be required to train/guide lower grade (or other trades) employees.


May be required to carry a pager.


May require the wearing of respiratory protective masks and clothing for long periods of time. 


May be required to be certified for working with and/or removing hazardous materials.


Work may required the employee to maintain special certification to clear Red X entries on aircraft forms and certify aircraft safe and ready for flight.
