Travel Group, the incumbent will serve as an Accountant.

This position is covered by an Alternative Personnel Management
System (APMS). This system replaced the General Schedule pay plan;
GS and it's grade structure. Under the APMS system, positions are
designated by career path and pay band. The ZA-II level is
equivalent to the GS-07/09 grade levels, and the ZA-III is
equivalent to the GS-11/12 grade levels.

NIST's unique
target="new">Alternative Personnel Management System (APMS),
which replaced the Federal GS Pay Plan and structure at NIST, allows
us the flexibility to offer higher salaries, including a supervisory
differential, not available in most other Federal agencies.
Moreover, employees are eligible to receive an annual pay increase
and bonus based upon performance.

Major Duties

As an Accountant in the NIST Finance Division, Travel Group, the
incumbent will perform professional accounting work; participate in
the design, development, and operation of the Commerce Business
System (CBS) accounting systems. He/she will perform work in
analyzing, verifying, and reconciling accounting transactions and
maintaining accounting records/performance metrics, making
adjustments as required. The incumbent will provide expert
administrative support/advice on Federal Travel Regulations, Prompt
Pay Act, Treasury policies, and procedures for disbursement on
travel operations to NIST and the staff of the customer bureaus that
NIST services; the incumbent will be responsible for interpreting
accounting data and/or reports and presenting any findings in a
manner that is understood by the customer's.

Required Skills

Qualifications

All applicants must meet the basic requirements described in


Paragraph A or B:




A. Degree: accounting; or a degree in a related field such as


business administration, finance, or public administration that


included or was supplemented by 24 semester hours in accounting. The


24 hours may include up to 6 hours of credit in business law;




OR




B. Combination of education and experience--at least 4 years of


experience in accounting, or an equivalent combination of accounting


experience, college-level education, and training that provided


professional accounting knowledge. The applicant's background must


also include one of the following:




1. Twenty-four semester hours in accounting or auditing courses of


appropriate type and quality. This can include up to 6 hours of


business law;


2. A certificate as Certified Public Accountant or a Certified


Internal Auditor, obtained through written examination; or


3. Completion of the requirements for a degree that included


substantial course work in accounting or auditing, e.g., 15 semester


hours, but that does not fully satisfy the 24-semester-hour


requirement of paragraph A, provided that (a) the applicant has


successfully worked at the full-performance level in accounting,


auditing, or a related field, e.g., valuation engineering or


financial institution examining; (b) a panel of at least two higher


level professional accountants or auditors has determined that the


applicant has demonstrated a good knowledge of accounting and of


related and underlying fields that equals in breadth, depth,


currency, and level of advancement that which is normally associated


with successful completion of the 4-year course of study described


in paragraph A; and (c) except for literal nonconformance to the


requirement of 24 semester hours in accounting, the applicant's


education, training, and experience fully meet the specified


requirements.





IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS,


applicants must have one of the following to qualify for the PAY


BAND II Accountant position (Salary Range 39,330 - 68,875):





A. 1 full year of graduate-level education OR a 4-year degree


demonstrating Superior Academic Achievement as defined below:




If you are qualifying for this position based on Superior Academic


Achievement (SAA), you must meet ONE of the following criteria.


Your transcripts must be faxed to verify you meet this criteria


(unofficial copies are acceptable at the time of applicaton), prior


to the closing date of this announcement.


1) CLASS STANDING - Applicants must be in the upper third of


the graduating class in the college, university, or major


subdivision, such as the College of Liberal Arts or the School of


Business Administration based on completed courses. In order to be


creditable under this provision, superior academic achievement must


have been gained in a curriculum that is qualifying for the position


to be filled;


2) GRADE-POINT AVERAGE (GPA) - Applicants must have a grade-


point average of:


a. 2.9 or higher out of a possible 4.0 as recorded on their


official transcripts, or as computed based on 4 years of education,


or as computed based on courses completed during the final two years


of the curriculum; or


b. 3.5 or higher out of a possible 4.0 (B+ or better) based on


the average of the required courses completed in the major field or


the required courses in the major field completed during the final


two years of the curriculum;


3) ELECTION TO MEMBERSHIP IN A NATIONAL SCHOLASTIC HONOR


SOCIETY - Applicants can be considered eligible based on membership


in a national honor society recognized by the Association of College


Honor Societies. Membership in a freshman honor society cannot be


used to meet the requirements this provision.




B. 52 weeks of specialized experience, equivalent to the GS-


05/ZA-I level, in analyzing, interpreting, and reconciling financial


data in the field of accounting.





C. Combination of Education and Experience: Education and


specialized experience can be combined if each is less than the


required amount. The total must equal at least 100% of the


requirement for the GS-07/Pay Band II level.




IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS,


applicants must have one of the following to qualify for the PAY


BAND III Accountant position (Salary Range 58,206-90,698):




A. 3 years of progressively higher level graduate education leading


to a Ph.D. degree, or Ph.D. or equivalent doctoral degree. The


graduate education or Ph.D. degree must be in the field of


accounting or related area.




B. 52 weeks of specialized experience, equivalent to the GS-09/ZA-


II level, in analyzing, interpreting, and reconciling financial data


in the field of accounting.




C. Combination of Education and Experience: Education and


specialized experience can be combined if each is less than the


required amount. The total must equal at least 100% of the


requirement for the GS-11/Pay Band III level.
