As the principal advisor to the Secretary of Defense in all Inspector General matters, the Inspector General serves as an extension of "the eyes, ears, and conscience" of the Secretary. In support of the mission of the Department of Defense, the Office of the Inspector General endeavors to: provide leadership to promote economy, efficiency, and effectiveness of the Department of Defense; prevent and detect fraud, waste, and abuse; provide the policy direction for audits and investigations; provide a means for keeping the Secretary of Defense and the Congress fully and currently informed about problems and deficiencies, and give particular regard to the activities of the internal audit, inspection, and investigative units of the military departments with a view toward avoiding duplication and insuring effective coordination and cooperation.

Major Duties

The incumbent performs a variety of general administrative duties and investigative program functions in support of criminal and civil investigations. Records expenditures for supplies, travel, communications, printing, equipment, and miscellaneous expenses in accordance with established guidance. Provides support to a variety of processing requirements such as training needs survey for the office, logistical agreements for and recording training instances. Inputs, verifies and updates statistical data in various databases; and compiles statistics for investigation cases as requested. Receives records and tracks status of investigative documents. Reviews correspondence and investigative documents for accuracy and appropriate content. Establishes and maintains files in accordance with the needs of the assigned investigative program. Manages travel arrangements for the staff and assists in the preparation of itineraries. Receives and screens incoming telephone calls and visitors to the office. Maintains computerized time and attendance records for employees in assigned program area. Provides administrative support to the Resident Agent in Charge, managers, and the Field Office Administrative Officer in the formulation of the annual budget plan, provides estimates of supplies, travel, communications, printing, equipment, and miscellaneous expenses. Monitors and balances office expenditures of appropriated funds throughout the year. Coordinates and monitors staff training needs and requirements. Manages, manipulates, and inputs extensive data into a variety of databases. Compiles statistics for each active ivestigation case and creates statistical graphs and reports based on queried information. Receives records and tracks status of investigative documents. Monitors the progress made in the issuance of Inspector General Subpoenas and consensual monitoring authorizations. Performs follow-up inquiries to ensure timeliness of these investigative tools. Reviews correspondence and investigative case files and documents. Manages travel arrangements for the staff and assists in the preparation of itineraries. Generates travel orders and initiates travel and hotel reservations. Enters pertinent travel information into the Defense Travel System (DTS). Serves as a conference coordinator and manages complete logistical aspects. Tracks purchases of supplies, equipment, furniture, and service requests. Receives and screens incoming telephone calls and visitors to the office. Maintains computerized time and attendance records.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower level in the federal service. 

SPECIALIZED EXPERIENCE: 

For entry into pay band 1, specialized experience is defined as experience providing administrative support to an office or group of individuals. Examples include:  Reviewing correspondence for accuracy and appropriate content; Establishing and maintaining files; Managing travel arrangements; and receiving and screening incoming telephone calls and visitors.

For entry into pay band 2, specialized experience is defined as experience providing administrative support to an office or group of individuals responsible for performing investigative services.  Examples include: Compiling statistical information relative to investigations and creating statistical graphs and reports; Reviewing correspondence and investigative case files and documents for accuracy and appropriate content.   

Qualified applicants will also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly

demonstrate the possession of knowledge, skills, abilities and competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.

This position is in the Standard Career Group and will be filled in pay schedule YB pay band 1 or 2. The responsibilities of this position are considered to be at the middle to higher end of pay band 1 and lower end of pay band 2.

COMPETENCIES: 

PAY BAND 1:

1. Knowledge of office administrative support functions such as correspondence preparation, making travel arrangements, files maintenace, and/or time and attendance, with demonstrated skill in managing multiple priorities.

2. Knowledge and skill in using computer software programs sufficient to produce reports, spreadsheets, graphics and word-processing documents.

3. Ability to communicate orally and in writing sufficient to work as a team-player communicating with office personnel as well as customers.  In addition, written skills sufficient to draft documents or correspondence, and provide review for appropriate format and content. 

4. Skill in performing basic mathematical computations and statistical compilations.

PAY BAND 2:

1. Knowledge and skill in providing administrative support services within an investigative based environment.  In addition to the general office administrative support experience described above, experience reviewing investigative case files and documents; Receiving records and tracking status of investigations; Monitoring the progress made in the issuance of subpoenas and other investigative processes. 

2. Knowledge and skill in computer software programs sufficient to produce reports, spreadsheets and graphics in support of an investigative, or criminal investigative organization; Skill in managing a variety of databases, and using various reporting, requisitioning and tracking systems.

3. Skill in interpersonal relations to deal effectively with a variety of employees, supervisors and representatives of a criminal investigations office, or group of investigators. 

4. Skill in performing mathematical computations and statistical compilations sufficient to record office expenditures, and project and monitor spending for budgeting purposes. 

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

For Pay Band 1: Education ranging from 4 years above high school through graduate education (where directly related to the work of the position) may be substituted for experience in order to minimally qualify under OPM qualification standards.

For Pay Band 2: Graduate education (where directly related to the work of the position) may be substituted for experience in order to minimally qualify under OPM qualification standards.
