About the Position: This position is with The US Army Contracting Agency, Contracting Center of Excellence (CCE) Legal Office, at Arlington, VA. In this position you will receive broad policy guidance and direction from the Chief Attorney and administrative supervision from the Senior Counsel. You will independently plan, organize, and conduct work, rendering legal advice and opinions on a wide range of difficult legal issues. Incumbent operates with relative autonomy and direct client interface within the broad policy established by the Chief Attorney.

Major Duties

You will serve as legal advisor and litigation field attorney to the Administrative Assistant/Deputy Administrative Assistant to the Secretary of the Army, Commander, Contracting Center of Excellence and the subordinate staff. You review solicitations/contracts and render legal advice on procurement-related issues for contracts, typically valued from $500,000 to procurements exceeding 2 billion dollars. Procurements encompass a wide variety of areas with world-wide impact to include services, information technology equipment, software development, health affairs, telecommunications, research, and advertising. Develops oral and written legal opinions on complex problems arising during any and all phases of contracting and provides oral/written legal opinions, counsel, and advice on administrative law issues. Furnish legal opinions on investigations, reports and inquiries related to acquisitions. Perform other duties as assigned.

General Schedule You will need to address the following areas in your application:


1. Knowledge and experience in providing legal services in the areas of contract, cooperative agreements and grants, fiscal law, FOIA, and ethics law.


2. Knowledge and experience in providing advice in responding to contract protests and contract disputes.


3. Ability to conduct fast, complete, and accurate research and to produce timely, understandable briefs, memos, and opinions.

Experience: Applicant must have five or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced degree such as an LLM may substitute for one year of the required professional legal experience.
