Major Duties

Attorney-Advisor, GS-905-14
This position is located in one of the Divisions of the
Wireline Competition Bureau. The Divisions are: Competition Policy,
Pricing Policy, and Telecommunications Access Policy. The primary
mission of the Competition Policy Division is to foster competition
in the provision of telecommunications services through market-
opening rulemaking and policy making proceedings that concern
major non-pricing issues affecting wireline telecommunications
services providers.

The Pricing Policy Division is responsible for administering the
provisions of the Communications Act requiring that the charges,
practices, classifications, and regulations of wireline carriers
providing interstate and foreign services are just and reasonable.

The primary responsibility of the Telecommunications Access Policy
Division is to advance the goals of the universal service set forth
in Section 254 to ensure that consumers in all regions have access
to quality telecommunications and information services at affordable
rates; develop rules and policies relating to jurisdictional
separations; and administer a unified comprehensive policy for
Commission oversight over funds used to support universal service
and Telecommunications Relay Service.

The incumbent of this position will perform a variety of legal
duties and assignments pertaining to the telecommunications industry
and wireline carrier services. The incumbent will work on cases or
legal issues relating to a variety of topics to include mergers of
telecommunications companies, contracts related to telephone number
administration and third-party vendors, and transfer of control
issues.

These issues are complex to extremely complex in nature. The
incumbent will plan and organize work, investigate facts, draft
necessary legal documents, and develop conclusions and
recommendations. The incumbent will provide legal advice on
Commission rulemaking proceedings that affect major sectors of the
communications industry, and will review and analyze comments
submitted in these proceedings. The incumbent may also act as the
primary legal counsel to a significant operating program or in
adversarial proceedings where legal questions posed are of an
extremely complex nature.

For the GS-14 level:




Professional law experience is experience which is in or directly


related to the line of the work of the position to be filled and


which has equipped the applicant with the particular knowledge,


skills, and abilities to successfully perform the duties of the


position. Applicants must have a minimum of three years of


professional law experience in or equivalent to the GS-13 level in


the Federal Service. For this position, professional law experience


includes the following:




(1) experience drafting corporate contracts, interpreting


corporate contracts, and providing advice as to the scope and


meaning of the contract terms;




(2) experience with corporate transactions, including


analyzing the effect of transactions on the parties' business


operations, analyzing and advising on the legal and regulatory


requirements pertaining to such transactions, and the financial


aspects of such transactions; and




(3) experience researching, interpreting, and advising on complex


regulatory matters, including statutes and regulations.


You must meet the minimum basic educational


requirements for Attorney positions. Education requirements include


a JD, LL.B., and/or LL.M.



Background Investigation


A background investigation will be required of


all new hires to the FCC. Employees will be


required to undergo an investigation based on the


new position's risk/sensitivity level if the


employee has not been appropriately


investigated. The nature of the background check


will be based on the risk designation assigned to


the position. The investigation can range from a


National Agency Check with Investigation, Minimum

Investigation, or Background Investigation.

successful completion of the investigation and


favorable adjudication.
