This position serves as the Chief Scientist of AMC, scientific advisor to the Air Mobility Command (AMC) Commander, and primary authority for the technical content of the AMC portfolio.  This is position  is assigned a precedence priority code of DV-6 (equivalent to a Brigadier General) for protocol purposes

Major Duties

This position serves as the Chief Scientist of AMC, scientific advisor to the Air Mobility Command (AMC) Commander, and primary authority for the technical content of the AMC portfolio.  Evaluates and advises on shaping command programs to ensure highest quality and to identify opportunities for technology options to enhance effectiveness and efficiency of AMC platforms, training and operations.  Identifies technology solutions, partnerships and transition paths to meet the highest priorities of mobility air forces. Studies and analyzes research and development conducted at universities, contractors, military laboratories, other government agencies, and foreign countries to maintain current technical expertise, to assess possible applications to AMC mission areas, and to anticipate the needs of mobility forces and thereby ensure that proper emphasis is placed on critical areas.  Implements technological means to integrate air, space, and cyberspace, twenty-first century logistics, joint service and coalition operations.

RATING AND RANKING METHODS

Applications will be evaluated against the foregoing qualification requirements. Failure to meet any one of the mandatory minimum qualification standards will eliminate a candidate from further consideration.

A single screening panel will evaluate the candidates for this position composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position.  The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be “Qualified,” a rating schedule will be applied by a screening panel to determine which candidates are considered to be “Best Qualified.”  Then, they will meet to discuss each application, and reach a consensus decision as to the best qualified, qualified or not qualified candidates.  The panel will interview all of the best-qualified candidates based upon consistently applied criteria.  The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order.  Final selection of a candidate is contingent upon the Secretary of the Air Force.

TECHNICAL QUALIFICATIONS FORMAT

TECHNICAL QUALIFICATIONS STATEMENT:  Included as a separate attachment that does not exceed 4 pages.  The Technical Qualifications Statement is a narrative explanation of your background and experience relative to the Mandatory Minimum Qualifications. (Para 2).  This qualifications statement must show that your record of experience, education, and accomplishments reflects the competence and professional standing needed to provide technical leadership in the field.  Ensure that you describe your acquisition experience even if the position you occupied was not coded as an acquisition position.  To ensure that the screening panel of managers and technical experts has sufficient information to evaluate your credentials, the following approach is suggested:

Start your Technical Qualifications Statement with a brief summary (approximately 1/2 page) of your professional experience before addressing the specialized experience and other factors.  This gives the panel an overview of your qualifications. 

a.  In describing your Specialized Experience, provide one or more examples of your accomplishments in the technical area(s) required.  Explain these accomplishments in the following terms:

        (1)  Identify specific research, development or engineering objectives or project activities in which you participated and describe what you did. 

        (2)  Describe the context or environment.  Mention other individuals (by title) or groups involved. 

        (3)  Tell the outcomes of your actions.  They should demonstrate the ability to achieve results, a key requirement of technical leadership positions.

b.  Describe the impact of your personal Leadership to your organization.

c.  Describe your Contributions in terms of the quality, impact and effectiveness to the mission and knowledge in the field.  Publications and presentations may be listed in an attachment.

d.  Professional stature:  Characterize your leadership role in professional organizations and other activities in the professional community.  List your professional affiliations and activities in professional organizations, notable honors, awards and other recognition that indicates acceptance by your professional peer group as an authoritative source in the field.

In summary, your Technical Qualifications Statement should include evidence of the senior technical experience, leadership, contributions and professional credentials needed to perform the duties of the position, and contain enough representative examples to provide a sound basis for panel members to assess the breadth and depth of your technical qualifications.

MANDATORY MINIMUM QUALIFICATIONS:  Following requirements are essential for successful performance in the position:

a.  EDUCATION:   A bachelor’s degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics or a related field is required.  A Technical PhD  is highly desirable.

b.  SPECIALIZED EXPERIENCE:  A supplemental statement addressing each of the following mandatory technical qualifications.  You should provide specific examples of your substantive experience, education and accomplishments.  The candidate must show that they have had at least two years of broad and significant experience and at least one year of this specialized experience must have been equivalent to at least the GS-15 grade level, where the candidate was responsible for resolving major problems of national scope.

(1)    Thorough knowledge in broad multidisciplinary areas of relevant technologies, including a high level of awareness of national research and development programs; and an understanding of the R&D relationships among all elements of the federal, industrial, and academic communities.

(2)    In-depth, accurate understanding of global mobility and sustainment for U.S. forces.    

(3)    Ability to analyze and integrate extremely complex technological programs and to continually motivate a diverse group of professional engineers, scientists, planners and operators.

OTHER REQUIRED FACTORS:

(1)  CONTRIBUTIONS:  Achievements that impact their organization’s mission and contribute to knowledge in this specific field.  This is demonstrated by the exercise of significant originality/judgment in developing new and improved techniques/methods and evidenced by their applications in programs, relevant publications, and presentations.

(2)  PROFESSIONAL STATURE:  Standing in the profession as indicated by memberships and activity in professional organizations and/or within the larger DoD/Industry professional engineering community.  This includes honors, awards and other forms of recognition such as requests for consultation services that indicate acceptance by professional peer group as an authoritative source in the field.
