Major Duties

You will review various types of applications and petitions for benefits under the Immigration and Nationality Act and prepare replies to applicants requesting additional information. You will explain basic eligibility requirements and provisions of law to applicants and interested parties. You will conduct sensitive file reviews with numerous Federal, state and local agencies and prepare case file records and related documents to be routed to other offices. You will search for missing files/records and place loose documents into appropriate case files. You will perform general mail handling and distribution including sorting, opening, date stamping, classifying, processing, and routing.

You must complete an application package that includes an assessment questionnaire, resume, and any applicable supporting documentation.

Initially, the Application Manager requires you to create an account. Once your account is created, Application Manager provides a site where you can track the status of jobs you have applied to at Citizenship and Immigration Services; uploaded documentation; view/print copies of notification letters; or print a copy of your questionnaire.

Application Manager has a navigation box that appears on the left side of the screen whenever you are working on an Application Package. The items listed in the navigation box are pages you need to visit, and represent steps you need to complete, in order for your Application Package to reach the status of Complete.

You can "Save" an incomplete application and return to finish the process at a later date provided the announcement has not closed. You must submit your application package (your assessment questionnaire and documentation) before the closing date posted on the vacancy announcement.

An incomplete questionnaire will affect your rating or may result in your application being rated ineligible. Log into your account and locate the vacancy on the "My Application Packages" page.
Click on the six digit Vacancy ID number of the application that you want to complete. The page will refresh and display your Application Package Status.
Select the "Complete Application Package" button, which will take you to the assessment questionnaire. As you complete each page of the questionnaire click the "Next" button.

Transcripts if basing your qualifications on education:  This education must be from an institution accredited by an accrediting agency recognized by the U.S. Department of Education.


Foreign Education:  Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.  It is your responsibility to provide such evidence when applying.


Proof of Eligibility if applying for consideration under a priority selection program (e.g., CTAP/ICTAP) or a special appointing authority.  Individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Qualifications

GS-4: You qualify at the GS-4 level if you possess one (1) year of responsible clerical or office experience. Examples include performing simple clerical tasks providing a basic knowledge of filing, answering phones and preparing simple documents.




 

GS-5: You qualify at the GS-5 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-4 grade level. Examples include reviewing applications for immigration benefits for accuracy, validity, and proper form and format; using various computer software programs to produce office support materials on immigration benefits; and/or setting up and maintaining subject matter files, technical instructions, and/or operating procedures on immigration benefits.

GS-4: You may substitute two years of study above the high school level for experience. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. You may also combine post-high education and experience to meet the total experience requirements at the GS-4 level.




 




GS-5: You may substitute successful completion of a Bachelors degree or a full 4-year course of study in any field leading to a Bachelors degree for the experience required at the GS-5 level. This education must have been obtained from an accredited college or university. One year of full-time undergraduate study is defined as 30 semester or 45 quarter hours.




 

Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-5 grade level.

U.S. Citizenship: Candidates must be United States citizens and present proof of citizenship, if selected.




Qualifications by Closing Date: You must meet all qualification requirements by the closing date of the announcement. Please note that qualification claims will be subject to verification.







Background Security Investigation:  You will need to successfully complete a background investigation before you can be appointed into this position.




Drug Testing: You must submit to a drug test and receive a negative drug test result before you can be appointed to a position in Citizenship and Immigration Services. Employees in test designated positions will be subject to random testing.




 




Probationary Period: You may be required to serve a probationary period of 1 year.





Residency: There is a residency requirement for all applicants not currently employed by the U.S. Citizenship & Immigration Services.  This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position(s); (1) resided in the United States; or (2) worked for the United States Government as an employee overseas in a Federal or Military capacity; or (3) been a dependent of a U.S. Federal or Military employee serving overseas. 




Exceptions may be granted to applicants if they can provide complete state-side coverage information required to make a suitability/security determination.  Examples of state-side coverage information include: the state-side address of the company headquarters where the applicant’s personnel file is located, the state-side address of the Professor in charge of the applicant’s “Study Abroad” program, the church records for the applicant’s overseas church missions, and/or the state-side addresses of anyone who worked or studied with the applicant while overseas.  Applicants must be able to provide this information at a later date if deemed necessary.




Selective Service Registration:  Male applicants born in 1960 or later will be required to complete a Statement of Selective Service Registration.




 






Typing: You must be able to type 40 words per minute based on a 5 minute sample with 3 or fewer errors.




 




General Office Skills: You must possess knowledge of general office automation software, practices and procedures.
