In this position, you will participate as a member of a team charged with responsibility of implementation of the Decision Support System (DSS), an automated information system that provides management with the analysis of all costs, utilization and quality associated with the delivery of health care at the patient level.  May assist in the development of guidelines for the automation and incorporation of cost and patient procedural data into DSS.  The final product will be computer generated reports which will then provide management with information by patient; bed section; ward; clinic; service; hospital and clinical groupings. 


 


A 25% cost of living allowance is included in the base salary.

Major Duties



In addition to assisting in the implementation of the Decision Support System (DSS), you will also analyze the existing automated and manual systems to determine the financial and clinical information presently available; identify procedures done in each direct patient care unit, and determine the proper cost elements and relative value units for each procedure; write simple programs and audit the data collection process; perform system tests and validation process to ensure that the system is properly functioning after each programming change; document portions of the costing methodologies used in the cost accounting system for inclusion in the system’s technical manuals, and perform a variety of other accounting functions for the organization.

ADDITIONAL QUALIFICATION REQUIREMENTS:  In addition to the basic education requirements listed above, you must meet one of the following additional qualification requirements listed below:




 




A.  SPECIALIZED EXPERIENCE:  You must have, by date of application, progressively responsible experience in professional accounting work that included 1 full year of specialized experience in or related to the work of the position to be filled, and that equipped you with the particular knowledge, skills, and abilities (“KSA’s”) to perform successfully the duties of this position.  Such related experience must include designing and modifying cost accounting systems, and using appropriate costing methodologies to recognize, determine, accumulate, and report costs of activities on a regular basis for management information purposes.  This experience must have provided you with an understanding of the characteristics and capabilities of the accounting software architecture and experience working with systems accountants, system analysts, and/or computer specialists to design and install computerized accounting systems and the systems that interface with them.  To be creditable, this specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service. 




 




B.  SUBSTITUTION OF EDUCATION FOR EXPERIENCE:  Applicants may substitute 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Accounting.




 




C.  COMBINING EXPERIENCE AND EDUCATION:  If you do not qualify based on education or experience alone, equivalent combinations of successfully completed graduate education BEYOND THE SECOND YEAR may be used to meet total experience requirements.  One full academic year of study (18 semester/27 quarter hours) is equivalent to 6 months of specialized experience.  When combining education with experience, first determine total qualifying education as a percentage of the amount of education required; then, determine qualifying experience as a percentage of the amount of experience required; finally, add the two percentages. The total percentage must equal at least 100 per cent to qualify under this combination.

Graduate Education: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.




 




For any college courses, graduate work, research, thesis or other non-descript course titles listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.




 




NOTE: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Special Instructions For Foreign Education: Education completed in foreign colleges or universities may be used to meet the above requirements. You must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. state university reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the state university. It is your responsibility to provide such evidence when applying.






VETERANS PREFERENCE: Five points may be added to the eligible ratings of veterans who: Entered the military service prior to October 14, 1976; served on active duty during the Gulf War between August 2, 1990 and January 2, 1992, regardless of where the person served; served on active duty for more than 180 consecutive days, other than for training, any part of which occurred during the period beginning September 11, 2001, and ending on the date prescribed by Presidential proclamation or by law as the last day of Operation Iraqi Freedom; or, served in a military action for which they received a campaign badge or expeditionary medal. Medal holders and Gulf War veterans must have served continuously for at least 24 months or the full period for which called or ordered to active duty. Ten points may be granted to the eligible ratings of disabled veterans; Purple Heart recipients; spouses or mothers of a 100 percent disabled veteran; or the widows, widowers, or mothers of a deceased veteran.
