Major Duties

You will be the primary contact with drawback claimants, e.g., exporters, importers, and manufacturers, concerning the refunding of previously collected duties or taxes on imported merchandise because of subsequent export or destruction.  As such, you will review and make decisions on drawback claims, including performing on-site reviews and analysis of company records to ensure compliance with drawback laws and regulations; documenting and reporting the results of reviews conducted and actions taken; conducting public outreach programs and providing guidance to claimants in determining their eligibility under the program; making referrals for further inquiry/investigation, when appropriate; and requesting advice or rulings when legal issues need resolution.  You will also assist other CBP officers in validating a drawback claimant’s account for participation in ACE, ISA, CT-PAT, Focused Assessments, etc., by reviewing accounting methodologies and the automated systems used by claimants. You will be expected to perform drawback compliance assessments at company premises and to conduct meetings with the trade community when issues arise with a drawback account.   You will also be responsible for approving special privilege applications and manufacturing rulings as well as interpreting specific protest issues, OR&R and court decisions when they impact drawback.

How to Apply

You can “Save” an incomplete application and return to finish the process at a later date provided the announcement has not closed. You must submit your application package (your assessment questionnaire and documentation) before the closing date posted on the vacancy announcement.

Log into your account and locate the vacancy on the “My Application Packages” page.

GS-9: You qualify at the GS-9 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-7 grade level. Examples include experience in analyzing customs documents; applying customs laws, regulations, and procedures; interpreting customs requirements; or similar experience involving determinations of rates of duty, classification of merchandise, entry requirements, manufacturing & inventory records, export documentation, and accounting records, in addition to experience in reviewing and making decisions on drawback claims, which may include supervisory assistance, and are of average difficulty and complexity, reviewing company records on-site to establish if goods meet eligibility requirements and to verify the adequacy of a company’s drawback system, and presenting assigned portions of seminars and other outreach efforts to explain drawback eligibility and requirements.




 




GS-11: You qualify at the GS-11 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-9 grade level.  Examples include experience in analyzing customs documents; applying customs laws, regulations, and procedures; interpreting customs requirements; or similar experience involving determinations of rates of duty, classification of merchandise, entry requirements, manufacturing records, export documentation, and accounting & inventory  records, in addition to experience in reviewing and making decisions independently on drawback claims of more than average difficulty and complexity, and participating in public outreach programs, which involve presenting seminars and providing guidance to claimants.




 




GS-12: You qualify at the GS-12 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-11 grade level.   Examples include experience in analyzing customs documents; applying customs laws, regulations, and procedures; interpreting customs requirements; or similar experience involving determinations of rates of duty, classification of merchandise, entry requirements, manufacturing & inventory records, export documentation, and accounting records, in addition to experience in reviewing and making decisions independently on the most difficult and complex drawback claims, and participating in public outreach programs, which involve presenting seminars and providing guidance to claimants.

Education Substitution




GS-7: You may substitute the successful completion of one year of fulltime graduate education for the experience required at the GS-7 level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. (A course of study in business, international business, or a related field is qualifying.) Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. NOTE- If selected, you may be required to submit official transcripts for proof.




OR




GS-7: You may also substitute superior academic achievement for the experience required at the GS-7 level. You must have completed the requirements for a bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, or have a class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. Refer to www.cbp.gov for additional information. 




GS-9: You may substitute a Master's degree or 2 full years of graduate education in a qualifying field or a J.D or L.L.B. degree for experience required at the GS-9 grade level. (A course of study in business, international business, or a related field is qualifying.) Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. NOTE- If selected, you may be required to submit official transcripts for proof.




GS-11: You may substitute a Ph.D., an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. (A course of study in business, international business, or a related field is qualifying.) Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. NOTE- If selected, you may be required to submit official transcripts for proof.




OR




Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. U.S. Citizenship:  Candidates must be United States citizens and present proof of citizenship, if selected.




Residency:  If you are not currently a CBP employee, you must meet one or more of the following primary residence criteria for the last three years prior to submitting your application for employment:






a)  Resided in the United States or its protectorate or territories (excluding short trips abroad, such as vacations);




b)  Worked for the United States government as an employee overseas in a federal or military capacity; or




c)  Been a dependent of a U.S. federal or military employee serving overseas.

Background Security Investigation:  You will need to successfully complete a background investigation before you can be appointed into this position.




Training: You will be required to attend 1 to 2 weeks of paid training at the Federal Law Enforcement Training Center in Glynco, Georgia. Training will be on a yearly or bi-yearly basis. This technical training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
