This position is located at the Smithsonian Center for Education and
Museum Studies (SCEMS). The purpose of this position is to identify
and implement pan-institutional evaluation methods to determine the
effectiveness of the Smithsonian's education effort.
Major Duties
The incumbent is responsible for analysis of data in the Education
Data Gathering and Evaluation (EDGE) system, both by self and in
coordination with senior staff and outside experts. Through this
analysis and through interviews and direct observations of programs,
the incumbent identifies program type(s) for evaluation, makes
recommendations on design and implementation of evaluation projects,
and executes approved projects as principal investigator or as
principal liaison with outside experts. The incumbent uses
Statistical Analysis Software (SAS) and other reporting software to
create executive summaries and reports on evaluation project results
as well as data in the EDGE system. The incumbent also delivers oral
presentations of these research results to staff and professional
audiences. The incumbent oversees and trains interns, volunteers and
research assistants assigned to monitor museum education program and
audience data entered in EDGE and other projects associated with the
education outcomes project.

Qualifications
PART-TIME OR UNPAID EXPERIENCE: Credit will be
given for appropriate unpaid work on the same
basis as for paid experience. Part-time
experience will be credited on the basis of time
actually spent in appropriate activities. To
receive credit for such experience you must
indicate clearly the nature of the duties and
responsibilities in each position held and the
average number of hours per week spent in such
employment.All applicants must meet these Basic Requirements:
A. Degree: that included or was supplemented by major study in
education, or in one of the following subject matter fields
appropriate to the position: educational evaluation, educational
psychology, museum education or museum studies, as demonstrated by
the applicant's college transcript; OR
B. Combination of education and experience--courses equivalent to a
major in education, or in one of the following subject-matter fields
appropriate to the position: educational evaluation, educational
psychology, museum education or museum studies; plus appropriate
experience or additional course work that provided knowledge
comparable to that normally acquired through the successful
completion of the 4-year course of study described in A above.
In addition to Basic Requirements, applicants must have the following
specialized experience:
SPECIALIZED EXPERIENCE for GS-9: You must have one year of
specialized experience (Federal or other) that is equivalent to at
least the GS-07 grade level in the Federal government performing the
following duties: assist in the development and implementation of
educational programs and/or products in a museum, other informal
learning environment, or a school.
SPECIALIZED EXPERIENCE for GS-11: You must have one year of
specialized experience (Federal or other) that is equivalent to at
least the GS-09 grade level in the Federal government performing the
following duties: developing, testing or assessing educational
program outcomes and/or products, in a museum, other informal
learning environment, or a school.
Substitution of Education for Specialized Experience: At the GS-9
level, applicants may qualify if they possess two years of
progressively higher level graduate education leading to a master's
degree or master's or equivalent graduate degree OR at the GS-11
level, 3 years of progressively higher level graduate education
leading to a Ph.D in education, educational evaluation, educational
psychology, museum education or museum studies. A combination of
qualifying education and specialized experience may be used to meet
the qualification requirements.

acceptable, or (2) you may submit a list with all of your courses,
