The mission of the Loan Guarantee Program Office (LGPO) in the
Department of Energy (DOE) is to administer the loan guarantee
program for Federal support of innovative clean energy projects as
authorized by Title XVII of the Energy Policy Act of 2005
(EPAct).This position is located in the National Environmental
Policy Act (NEPA) Compliance Division (NCD) of the Loan Guarantee
Program Office (LGPO) of the U.S. Department of Energy (DOE).
The incumbent serves as Director of the NEPA Compliance Division and
as a NEPA Compliance Officer. The incumbent is responsible for
determining and recommending the appropriate level of environmental
review and documentation required for complying with NEPA for
proposed DOE energy loan guarantee activities. The incumbent in this
position is responsible for providing authoritative advice and
counsel on compliance with NEPA, Council on Environmental Quality
(CEQ) and DOE NEPA implementing regulations, guidance and procedures
and related post loan guarantee implementation and mitigation
tracking. The incumbent will supervise NEPA Document Managers in the
preparation and review of NEPA compliance documents for the LGPO.
Major Duties
The selectee will serve as the Director, NEPA Compliance
Division responsible for NEPA compliance functions, specifically,
compliance with the National Environmental Policy Act of 1969, CEQ
Implementing Regulations at 40CFR Parts 1500 - 1508 and DOE
Implementing Procedures at 10CFR Part 1021. Incumbent supervises
NCD (Compliance Division) Document Managers for environmental impact
statements (EISs) and environmental assessments (EAs) and in some
cases serves as the Document Manager for a particular EIS or EA.
Develop LGPO NEPA procedures and information management
requirements, and document the office's compliance with those
procedures and requirements. Develop and implement procedures for
compliance with related Federal environmental requirements,
including approval and issuance of wetlands and flood plains
protection documents, as well as compliance with the Endangered
Species Act, the National Historic Preservation
Act. Make CX determinations and prepare necessary records. Report
to the Department's Office of NEPA Policy and Compliance on lessons
learned after completing each EIS and EA. Coordinate NEPA
compliance strategies for matters within LPGO purview with other DOE
offices and other Federal agencies as appropriate. Advise the
Director of LGPO on NEPA-related matters, including the provisions
of the CEQ and DOE regulations, the DOE NEPA Compliance Guide and
DOE Order 451.1B. Supervise LGPO NEPA Document Managers in the
development, coordination and preparation of EAs, FONSIs, EISs,
records of decision and other documents related to NEPA compliance.
Provide loan guarantee applicants, the public and others with
information on LGPO NEPA procedures and related requirements.
Participate in periodic NEPA meetings and workshops conducted by the
DOE Office of NEPA Policy and Compliance; provide NEPA training and
disseminate NEPA guidance materials and related information. Perform
other duties as assigned.

Qualifications
For the GS-15 you must have one year of specialized experience
equivalent to the GS-14 grade level in the federal service. The
experience must have included serving as an expert environmental
compliance specialist and advisor by providing policy and technical
advice and assistance on existing, new and emerging regulatory
requirements of national significance and interest, or similar
and/or related work providing the knowledge, skills and abilities to
perform such work.
For the GS-14 you must have one year of specialized experience
equivalent to the GS-13 grade level in the federal service. The
experience must have included serving as an environmental compliance
specialist and advisor providing advice and assistance on existing,
new and emerging regulatory requirements, or similar and/or related
work providing the knowledge, skills and abilities to perform such
work.
CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: A Preliminary background
check must be completed before a new employee can begin work with
the U.S. Department of Energy. The preliminary background check
consists of a search of Office of Personnel Management and
Department of Defense background investigation files and an FBI
National Criminal History Fingerprint Check; it may take up to three
weeks to complete. If selected for this position, you will be
extended a tentative offer of employment pending a satisfactory
background check. Current Federal employees or other individuals
with an existing completed background investigation may not be
required to undergo another background check; these will be handled
on a case-by-case basis in coordination with the Security Office.
