The Information Security Oversight Office is seeking a Supervisory Program Analyst to serve as the Associate Director for Classification Management at 700 Pennsylvania Avenue, Washington, D.C. 20408.

Major Duties

Performs a continuous review of the status and effectiveness of the provisions of Executive Order 12958 and Executive Order 12829 and proposes, drafts, and coordinates proposed modifications or amendments to the Orders.  Plans, designs and supervises the production, issuance and distribution of ISOO’s Annual Report to the President. Supports advisory committees, panels and boards established by executive order and/or statutes, including the Public Interest Declassification Board. Plans and develops a program that provides administrative support for the Interagency Security Classification Appeals Panel, established under Section 5.4(a) of Executive Order 12958. Represents the Director in meetings and contacts outside ISOO and conducts periodic briefings at agencies. Serves as spokesperson for the program at workshops, seminars and conferences.

Qualifications

To be considered for this position, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service.

Specialized Experience is experience which shows that you have the knowledges, skills, and abilities to perform the duties of this position successfully.  This type of experience is generally obtained from having worked in a position similar to the position being filled.  Examples of specialized experience include developing, planning, administering, and managing security
classification policy and programs in government and industry; reviewing and
evaluating agency regulations implementing security classification program
policy; performing studies, evaluating agency programs, and preparing reports
dealing with security classification, declassification and safeguarding of
security classified information.

Selective Placement Factor:  You must show evidence that demonstrates your knowledge of the concepts, principles, and practices of security classification, including classification, declassification and safeguarding of national security information.

Time-in-grade restrictions apply for current Federal employees applying under merit promotion procedures.  You must have one year of Federal service at the GS-14 level to be eligible for a GS-15.  Time-in-grade restrictions do not apply under public notice procedures.
