Working Hours: 8:15 a.m - 5:00 p.m

Salary:
GS 9: $53,723.00 - $69,846.00
GS 11: $60,310.00 - $78,404.00

Relocation expenses will be borne by the selectee, except FBI
employees returning from Legat assignment.

Working Conditions: Work is typically performed in an office
setting, as well as, investigative sites outside the office.
Incumbent may be exposed to a variety of conditions while traveling
to and from work sites.

Physical Demands: Work is generally sedentary. However, moderate
lifting (up to 50 lbs.) and extended periods of travel may be
required.

Policy has been implemented wherein support employees entering a
position through a competitive or non-competitive action may be
precluded from moving to another position within the Bureau by means
of reassignment or change to a lower grade for a minimum of 12
months.

Major Duties

Incumbent is responsible for the acquisition, examination and
presentation of computer evidence (i.e. floppy disks, hard disks,
magnetic tapes, optical storage media, similar storage devices,
etc.). Acquires computer related evidence which may include the
seizure of physical hardware or copying computer evidence at the
search site. Conducts difficult forensic examinations and analysis
of computer evidence. Examines disks and other evidence to
determine the make and manufacturer. In the absence of, or in
conjunction with, higher level specialist, provides training in
computer examination and investigation techniques. Confers with
investigators and analysts n deciding the most realistic and
promising approach for the examination of the evidence. May be
required to testify in court as to the procedures and methods used
to obtain data. Maintains liaison with other Federal Agencies, the
computer industry, etc. Performs other duties as assigned.

Qualifications

Basic Requirement:


Applicants must have a baccalaureate degree from an accredited


college or university with at least 20 semester hours in one or more


of the following disciplines: computer science,


information systems analysis, science/technology, information


management, mathematics, computer engineering, or


electrical/electronic engineering.




AND




1. Applicant has had experience that demonstrates accomplishments of


computer project assignments that require a range of knowledge of


computer requirements and techniques. For example, assignments would


show on the basis of general design criteria provided, experience in


developing modifications to part of a system that require


significant revisions in the logic or techniques used in the


original development.


OR


2. Applicant has completed the following technical courses or


equivalent: A+ Certification Personal Computer Hardware Course;


Network + Certification, CCNA Certification, MCSE Certification; FBI


Computer Analysis Response Team (CART) Field Examiner Certification


Course.




EXCEPTION: FBI employees applying for the any grade level who do


NOT have to meet the degree requirement mentioned above must meet


the following:




FBI applicants who were active Computer Analysis Response Team


(CART) Forensic Examiners (FE), Forensic Examiners in Training (FET)


or CART On-The-Job Trainees (OJT) as of 2/15/2002;




Each candidate must meet the certification requirements of the FBI


Operational Technology Division upon completing the CART FE Training


Program, which includes the demonstrated ability to use software


utilities, demonstrated ability to acquire digital evidence ability


to conduct forensic exams of digital evidence, and obtaining A+/Net+


certification.




In addition: Each candidate must successfully complete and


pass an assessment test on forensic capabilities before


certification. Inability to meet these requirements may warrant


removal from the program.




Education may be substituted for experience as follows:




GS-9: Two years of progressively higher level graduate education or


Master's degree or equivalent graduate degree.




GS-11: Three (3) years of progressively higher level graduate


education or Ph.D.




Education completed in foreign colleges or universities may be used


to meet the above requirements provided you can show that the


foreign education is comparable to that received in an accredited


educational institution in the United States.




Specialized Experience:




GS-9: Applicants must have one (1) year of specialized experience


equivalent to the GS-7 grade level (participated in computer-related


forensic examinations; determined hardware, software


compatibilities; performed data searches and retrievals; copied


evidence; ensured chain-of-custody and storage of evidence; examined


and retrieved data from storage devices, protected media).




GS-11: Applicants must have one (1) full year of specialized




experience equivalent to the GS-9 grade level (acquired computer-


related evidence; ensured safety of evidence in custody; established


hardware and software interfaces using commercial programs and


equipment; used recovery methods to retrieve information; employed


programming and algorithmic designs; developed and used


investigative techniques and support methods).
Selectee may be required to serve a two-year probationary period as


a Forensic Examiner.




Applicants must possess a valid driver's license for state of


residence, as well as a government license for the operation of


government vehicles.




Occasional/Frequent/Some travel may be required.




This position requires shift work and may include (evening, night,


and weekend) work.




Selectee(s) may be required to testify in court as to the accuracy


of translated material.




Selectee(s) may be required to travel on temporary duty assignments.
