BRIEF STATEMENT OF DUTIES: This position is located in the Department of Medical Records, White Earth Health Center, White Earth, Minnesota. Responsible for the planning, organizing, implementing, coordinating of the Medical Records within established budget and goals, to provide management with advice and assistance regarding medical records management and its requirements. These responsibilities include the Medical Records sections of the two satellite clinics, Naytahwaush and Pine Point. Responsible for the overall operation of the Medical Records Program. Develops, directs and evaluates procedures assuring proper filing of medical records and reports. Responsible for the review, analysis and technical evaluation of clinical records in relation to the standards of JCAHO. Assures that requirements are met for release of information. Responsible for the supervision of five medical record technicians, two data entry processors. Interviews candidates for selection of new employees. Explains work requirements, methods, procedures to employees, giving special instructions for non-routine or complex assignments. Plans training and cross training programs to provide for coverage for all positions. Participates in setting performance standards, evaluates employees work performance. Handles grievances and complaints, takes disciplinary action as necessary, approves leave. Incumbent actively participates with Continuous Quality Improvement, (CQI), Strategic Planning, Department Manager and Medical Record Review Committees. Applies diagnostic/ICD-CPT codes from PCC encounter forms in accordance with Federal, State and billing guidelines.

Incumbent must have knowledge of medicolegal requirement and medical reference governing medical record practices (JCAHO), Privacy Act of 1974 and FOIA. Knowledge and ability necessary to provide care appropriate to the age of patients served. Demonstrates knowledge of the principles of growth and development over the life span. Ability to identify, categorize and perform clinical services to address each patient’s age-specific, i.e., infant, adolescent, or geriatric patients. Experience in overall operation of a Medical Records Program. Experience in developing, directing and evaluating procedures assuring proper filing of medical records and reports. Experience in supervising medical record technicians and data entry processors.
TIME-IN-GRADE REQUIREMENTS: Merit Promotion candidates must have completed 52 weeks of service no more than1grade lower than the position to be filled.
