This position is located in an FMCSA Field office. The
specialist is assigned ongoing responsibility for personally
administering the Federal Motor Carrier Safety Program on a State-
wide basis. In promoting and enforcing compliance with the
applicable laws and regulations, you will act independently within
general program objectives and a largely self-developed and self-
adjusted area work plan.



This position is ideal for a person with investigative
experience, seeking a career with the Federal Government, and
wishing
to do meaningful work to make travel on our Nation's highways safer
for all who use them.

TELEWORK: DOT recognizes the importance and encourages

Major Duties

The Motor Carrier Safety Specialist (Investigator):

Plans and conducts unannounced roadside inspections of
interstate commercial motor vehicles and driver's documentation to
spot-check over-the-road operating practices and carrier or driver
compliance with applicable safety regulations; notes deficiencies
and
declares out-of-service any vehicle found to be imminently hazardous
to highway safety, or any driver found to be in violation of the
hours-of-service.

Plans, schedules, and carries out activities designed to
improve highway safety and increase compliance with appropriate
safety related regulations in major program areas such as the
following: MCSAP, HM, CDL, SAFESTAT.

Conducts investigations into alleged violations either as
follow up to an audit or in response to complaints; upon advice and
approval by the supervisor, initiates enforcement investigations to
develop supportive evidence of the kinds and volume needed to
sustain
criminal or civil forfeiture actions, cease and desist orders, or
other proceedings.

Conducts in-depth investigations into the causes of highway
accidents and hazardous material incidents involving motor carriers
to determine whether Federal laws have been violated and to develop
information for use in refining the regulations and in furthering
the
agency's accident prevention program.

Provides written or oral interpretations of the regulations
within the framework of the operations manual and other guides;
drafts letters, memoranda, and internal reports to respond to
questions on a variety of technical subjects; maintains liaison and
effective working relations with other Federal and State officials
involved in highway safety.

For the GS-07, you must have at least one full year of


specialized experience equivalent to the work performed




at the next lower grade level for this occupation. The specialized


experience must include:






Experience using the principles, methods, and legal


requirements of a motor carrier safety program, including motor


carrier safety regulations and procedures, compliance enforcement,


inspection, and investigative skills.




To qualify based on education, you must have 1 full year of


graduate level education or superior academic achievement.


Undergraduate and Graduate Education must be in one of the following


Major Study areas--accounting, business administration, business or


commercial law, commerce, economics, engineering, finance,


industrial


management, statistics, traffic management, transportation, motor


mechanics, or other fields related to the position.




You can also qualify based on a combination of specialized


experience and graduate level education that will give you the


equivalent level of knowledge and expertise.






For the GS-09, you must have at least one full year of


specialized experience equivalent to the work performed


at the next lower grade level for this occupation. The specialized


experience (in addition to the GS-07) must include:






Experience independently planning and carrying out


compliance


reviews and investigations. Work experience in preparing written


reports of inspections and investigations.




To qualify strictly based on education, the education must


demonstrate the knowledge, skills, and abilities necessary to do the


work. For this position, you must have completed 2 years of


progressively higher level graduate education leading to a master's


degree or master's or equivalent graduate degree (such as an LL.B.


or


J.D.) at an accredited college or university in a field related to


the position being advertised.

experience and graduate level education beyond the first


year towards a Master's Degree that will give you the equivalent


level of knowledge and expertise.






For the GS-11, you must have at least one full year of


specialized experience equivalent to the work performed

Experience in carrying out a compliance program of vehicle


inspection, compliance reviews, enforcement investigation, and


technical assistance services.




To qualify based on education, the education must demonstrate

higher level graduate education leading to a Ph.D. degree or Ph.D.


or


equivalent doctoral degree at an accredited college or university in

For the GS-12, you must have at least one full year of

TIME LIMIT FOR MEETING QUALIFICATIONS: Applicants must

TIME-IN-GRADE REQUIREMENTS: Under merit promotion

month, away from official duty station is required in order to
