Assist Rural Development achieve its mission by helping rural individuals, communities and businesses obtain the financial and technical assistance needed to address their diverse and unique needs.



This position is located in a USDA Rural Development Area Office.  As a Loan Specialist (Area Specialist) you will assist the Area Director and senior Specialists in administering, processing, and servicing loans and grants under the Direct Single Family Housing programs; as wells as administering and approving guaranteed loans under the Single Family Housing Guaranteed Program.


 


This position is a trainee position intended to provide you with the proper knowledge, skills and abilities relating to the making and servicing of loans.  Upon reaching the full performance level of this position you will participate in planning, coordinating, and implementing Rural development programs, providing credit assistance and technical guidance to applicants and borrowers; and providing information on agency programs to a wide variety of individuals and representatives of business and community groups.

Major Duties


You receive and follow up on applications for Rural Housing (Single Family Dwellings) in residential and rural settings.  Utilize any or all of the loan and grant program activities available to assist customers with their individual housing needs.  Advise and direct applicants on other sources available.  Conduct applicant interviews to review applications for eligibility and financial soundness.  Follow up to obtain credit information and to ensure a complete, accurate application.  Provide information to borrowers and applicants on loan programs, eligibility, site development, land development, construction, zoning, and repair and maintenance of homes and buildings.  In addition, provide information on finances, record keeping and home management.  Complete analysis of the information provided by the applicant prior to determining eligibility for a loan.   Assist in the development and implementation of Rural Development's (RD) marketing program for the service area.  Assist in planning and participate in activities, conferences, and events that market RD programs and services.  At the GS-5 level, you will perform at the trainee level to develop technical competence.  At the GS-7 level, you receive progressively more difficult assignments such as those shown above.

To qualify for the GS-05,  you must meet at least one of the following conditions:




Experience: Three years of general experience, one year of which was equivalent to at least the GS-4 level of the Federal service, which is in or related to the line of work of the position and which equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position. GENERAL EXPERIENCE is experience that required gathering and analyzing facts and figures, and presenting the information or conclusions in clear oral and written language; or that provided a knowledge of financial analysis or of insurance principles, real estate principles, lending practices, and/or general business concepts.

Education: Successful completion of a 4-year course of study leading to a bachelor's degree with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. To qualify for the GS-07, you must meet at least one of the following conditions:




Specialized Experience: One year experience equal to the GS-5 level of Federal service that provided the applicant with the knowledge, skills, and abilities to perform the duties of the position described above. This experience must have demonstrated competence in agriculture, commercial, reality, or other types of loans. Experience may have been gained in such work as reviewing an passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

Education: Successful completion of one full year (18 semester hours) of graduate level study, or a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Combination of Education and Experience: A combination of the above education and specialized experience may be used to meet the total requirements for this position. The combined percentages of required education and specialized experience must equal a total of 100%. Only education in excess of a bachelor's degree is creditable under this standard. Superior Academic Achievement: Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree (in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or another field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology) and meet one of the following (provide appropriate documentation, transcripts, honor society acceptance letters, class ranking letters, etc. with your application):




- A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.




- A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in the major completed in the last two years of undergraduate study.




- Rank in the upper one-third of the class in the college, university, or major subdivision.




- Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.




-- If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.
